Ambassador Mlynár, representing the Ministry of Foreign Affairs of the Slovak Republic, was elected to the Chair of the ISSAT Governing Board in May 2011. Since January 2012, he has been the Slovak Ambassador with residence in Nairobi, Kenya.
Slovakia is a founding member of ISSAT. Michal was previously Head of the Project Team for Security Sector Reform (SSR) within the Slovak Ministry of Foreign Affairs (2010-2011). As Deputy Permanent Representative to the United Nations in New York, Michal was responsible for the Slovak initiative on SSR in the UN Security Council (2006-2007) and the wider UN system (2006-2009), including in the context of the Slovak chairmanship of the UN Group of Friends of SSR. He has closely worked with ISSAT since 2008. In addition, he twice served as Deputy Chef de Cabinet
for the Slovak Foreign Minister (2002-2004 and 2010-2011) and head of units at the UN Department and at Diplomatic Protocol of his Ministry.
He holds a Ph.D. from the Comenius University in Bratislava.
