Advisory Field Support
Introduction
ISSAT structures its field advisory support largely on three of the stages of the programme cycle: Assessment, Programme Design, and Monitoring and Evaluation. The Implementation stage is left largely to local ownership.
Although many donors and recipients organise their security and justice reform programmes around security and justice sub-sectors (i.e. defence, police, courts), by taking an approach based on programme process ISSAT seeks to introduce good practice across all types of programmes and interventions. The figure below introduces a basic programme cycle according to ISSAT's methodology.
Approaching support for SSR through the programme management cycle allows ISSAT to provide advice and transfer knowledge on both the technical, and on the political, aspects of security and justice reform. ISSAT provides Advisory Field Service through developing teams that bring together substantive experience, regional knowledge and SSR expertise.
