Advanced Level 2 Training on Security Sector Reform (L2 SSR)

The Dutch Ministry of Foreign Affairs, together with the EU will organise a five-day advanced training course on “Security Sector Reform (SSR)”, at the CCOE in the Hague, Netherlands from 27 Nov – 01 Dec 2017. The course will be carried out in partnership with DCAF/ISSAT.

 

The course is primarily aimed at relevant policy makers, practitioners, military, policing as well as civilian participants working closely on issues related to Security and Justice Sector Reform (SJSR) or who are to be deployed in support of a bilateral, regional or multilateral missions supporting SJSR activity.

 

The training will aim to enhance the knowledge, skills, understanding and strategic thinking of participants on SSR principles through the sharing of views and experiences in SSR trends and practice, which will contribute to enhancing the effectiveness of their work. Exposed to practical tools and techniques applicable to use in mission, the participants will in particular, be supported in developing skills for effective advising.

Presentation for EU working committees on SSR/Train&Equip

Netherlands mandate in European Union 20/06/2016 - 20/06/2016

On June 20th a meeting will take place under the NL EU presidency that will bring together the two committees of EU member states representatives that deal with development policy (“CODEV”) and with civilian aspects of crisis management (“CivCom”), as well as representatives from the European Commission and the European External Action Service. In total some 70 participants are expected.

The occasion for the meeting is the fact that this Summer the EU will produce two policy documents: one on SSR and one on Capacity Building in support of Security and Development (CBSD – or Train&Equip). The document on SSR has gone through a relatively extensive consultation process with useful discussions on the concept as such and its application by EU instruments. The discussions on CBSD/Train&Equip, however, have been mostly top-down and focused on legal and budgetary issues. For the Netherlands that is cause for concern because train & equip as an approach of course has its risks and pitfalls.

EUPST training on SSR and Police Reform

UK mandate in European Union 13/03/2016 - 18/03/2016

The course includes several modules covering topics such as the concept and policy framework of SSR, strengthening governance and accountability within the police services, analyzing and designing police support programmes, dilemmas and challenges when supporting police reform. Interactive co-learning methodologies and concrete case studies that encourage participants to share their own experiences will be used throughout the course.

The United Kingdom’s Stabilisation Unit has requested the support of ISSAT to design and deliver a training on SSR and Police Reform. This course is part of the UK’s contribution to the European Union Police Services Training group (EUPST). The training will take place in Sofia, Bulgaria from 12-18 March 2016. All preparations will be handled by the UK, in collaboration with local partners on the ground. ISSAT will contribute to the design and delivery of the course.
The five-day training will bring together approximately 45 participants from various EUPST member countries/ organisations. Participants will be middle to senior level police officers who are deployed in or have firm intentions to deploy to international policing missions with the European Union, the United Nations or other multilateral, regional or international organisations.

Governance and Rule of Law Seminar for EU Delegations

The training is targeted at EU delegations and headquarters staff involved in the field of governance, rule of law, justice and SSR support. The training programme will combine presentations, case studies with group exercises, discussions and experience exchange. As the training aims to be interactive and to create space for exchange of best practices, challenges and field experiences in these areas, colleagues from Delegations and operational units will be invited to actively participate in the sessions along with the trainers, in order to share their experiences and concerns.

Support to NL-Slovakia to support the EU in the development of an integrated EU SSR policy framework

Netherlands, Slovakia mandate in European Union 01/07/2015 - 30/06/2016

Within the framework of the revision process of the EU SSR policy, the aim of this mandate was to support the Netherlands and Slovakia to organise a series of workshops and seminars together with the EU institutions (the European External Action Service, the Directorate-General for International Cooperation and Development, and the Directorate-General for European Neighbourhood Policy and Enlargement Negotiations).These consultations were used to allow an exchange of views on SSR, the main challenges and current trends around the world and across organisations.

ISSAT provided:

  • Expert advice to the content development of the meetings;
  • Expert advice and input to the meetings, either through facilitating panels or as speakers;
  • Support to the development of concept notes for the events;
  • Support to the development of outcome documents, used to feed in the EU reflection on the new policy.
