Training and Capacity Building

Introduction

ISSAT is one of the leading institutions in the design and delivery of training programmes on Justice and Security Sector Reform. On average, ISSAT facilitates close to twenty training courses each year. ISSAT courses use the co-learning methodology that encourages a participative, problem-solving approach through use of case-studies, exercises, examples and the collective sharing of experience.

Aim

To enhance international community’s capacity to effectively provide support to security and justice reform in conflict affected or development environments. 

Overview

Security Sector Reform (SSR) has become a central component of efforts to overcome the cycle of conflict and the causes of fragility, from Sudan to Sierra Leone and from Serbia to the Solomon Islands. SSR aims to ensure states are able to provide effective and accountable security and justice services. To be sustainable, security system reform (SSR) must be based on the principles of accountability, transparency, equality, civilian protection, human security, democratic norms and respect for human rights.   This suggests that SSR involves long-term investments that must figure prominently in peace operation mandates and in the longer-term peace building and development strategies that continue well after the departure of the initial peace operation.

However, a key challenge faced by the international community is the lack of operational capacity to support Security Sector Reform.

Trainings offered

To bridge this gap, and support the international community to effectively engage in SSR, the International Security Sector Advisory Team offers the following training packages.

  • Level 1 Basic Course on Introduction to Security and Justice Sector Reform  (2.5-3.5 days)
  • Level 2 Advanced Course on Security and Justice Sector Reform (4-5 days)

            - Customised Briefings for Senior Personnel Prior to Deployment (1 day)

            - SSR Training for Peace Support Operations Training Centres (5-10 days)

  • E-learning course on Introduction to Security Sector Reform (3 hours)

ASSET

As host to the Secretariat for the Association for Security Sector Education and Training (ASSET), ISSAT also undertakes a range of activities aimed at developing the capacity of current and future SSR trainers.
