Security and Justice Sector Reform

Discover the fundamental concepts behind Security and Justice Sector Reform, from the evolving definitions and understanding of the term, to its core principles, objectives and dimensions. This resource includes an overview of the support from the international community, an introductory video about SSR by the Folke Bernadotte Academy, and a selection of key texts, such as  the OECD-DAC Handbook on Security System Reform and the UNSCR 2151, establishing the need for national ownership of SSR, and a DCAF Handbook on Public Oversight of the Security Sector.

ISSAT's resource library is an-up-to-date collection of security and justice reform materials in text, audio, and video formats. Material is provided by ISSAT and Community of Practice members.

ISSAT develops or adapts tools to assist with the delivery of its support on the ground. These are then refined so they can be adapted to other contexts, and made freely available online to all SSR practitioners. You will find these tools available here in this section.
