Isabelle Dutour is an SSR Officer at ISSAT working on Advisory Field Support mandates. She also supports ISSAT training activities and is a member of ISSAT’s Methodology Cell. With a specific knowledge of SSR processes in African contexts including in UN DPA and DPKO missions as well as in bilateral programme, she is focusing on African countries.
Before joining ISSAT, Isabelle worked as Security Sector Reform Officer with MINUSCA supporting the strategic level policy development and coordination of SSR support in CAR. Her previous field SSR experience includes working with the United Nations Office for West Africa (UNOWA) providing support to the Head of Mission in the SSR Unit, with a focus on Guinea-Conakry and the Burundi-Netherlands Security Sector Development Programme (Programme DSS) in the capacity of technical advisor and project manager for the Governance Pillar.
Isabelle holds a MA in International Law from Aix-en-Provence University. She is fluent in English and French.
