AU Silencing the Guns Lessons Workshop

AU mandate in Central African Republic, Gambia, Guinea Bissau, South Sudan 12/12/2018 - 14/12/2018

The African Union Commission convened a three days stakeholder workshop in Banjul, the Gambia, from 12-14 December 2018, on “Enhancing the integration of Rule of Law, Security Sector Reform, Transitional Justice and Governance into Stabilization efforts: Lessons for Silencing the Guns by 2020. The main objectives of the event :

-  Establish a platform bringing together government officials, the AU Commission as well as various policy actors and practitioners on Rule of Law, Security Sector Reform, Transitional Justice and Governance

-  Develop a programme for effective integration of Rule of Law, SSR and Broader governance issues including transitional justice into PCRD efforts,

-  Share experiences and lessons for Security Sector Reform, Transitional Justice and Rule of Law processes in other country contexts (post-conflict and countries in difficult transitions)


The workshop consisted of a high level opening ceremony, facilitated presentations and discussions in plenary sessions, and break-out working groups according to thematic areas. It drew participants from the government of The Gambia; AU Commission; select AU Liaison Offices/Missions (AMISOM, MISAHEL, CAR, Guinea Bissau, South Sudan); ECOWAS, the UN system, Training for Peace, Embassies supporting the Rule of Law, Security Sector Reform, Transitional Justice and Governance in The Gambia, Civil Society Organisations, Women Organisations, Academia, and Centres of Excellence.


DCAF has been invited by the AUC to participate in the workshop. Two experts attended the workshop in The Gambia.


Assistance to Public Expenditure Review of the Security Sector in Guinea-Bissau

World Bank mandate in Guinea Bissau 04/06/2018 - 30/06/2018

The purpose of the mandate is to assist the World Bank team in finalizing a public expenditure review (PER) of security and justice institutions in Guinea-Bissau. The PER will provide a rapid assessment of the fiscal affordability of the security sector (military and internal security). To this end, it will (i) outline the main historical and sectoral challenges pertaining to security and justice institutions in Guinea-Bissau, including various phases of its security sector reform efforts; (ii) present an overview of security and justice institutions, with an emphasis on the composition of security spending by economic and functional classification; (iii) examine the affordability of security spending against revenue and growth projections as well as benchmark trends in security expenditures against other fragile and neighbouring countries; and (iv) discuss options for policy reform.     


Final Evaluation of UNDP 'Rule of Law and Justice' Project in Guinea-Bissau

UN mandate in Guinea Bissau 01/10/2016 - 28/02/2017

Final Evaluation of UNDP 'Rule of Law and Justice' Project in Guinea-Bissau – in the context of the wider partnership between ISSAT – UNDP Global Programme on Strengthening the Rule of Law and Human Rights for Sustaining Peace and Fostering Development.

ISSAT will support the UNDP Global Programme in its broader objectives of:

1)      providing better integrated programme-focused policy advice to respond to increasingly complex and interconnected justice, security and development challenges; and,

2)      playing the critical function of furthering knowledge sharing and knowledge management.

ISSAT will support the Global Programme, and specifically its component on Strengthening the Rule of Law and Human Rights for Sustaining Peace and Fostering Development to achieve its planned results by conducting a series of evaluations. These will build an evidence base for the range of interventions conducted under the Global Programme, allow progress within each country programme to be tracked, and help identify good practices from specific implementations, which can then be disseminated and potentially enrich programmes in different countries/ regions.  Against this background, the overall objectives for ISSAT are:

  • Undertake country and project specific relevant evaluations, and provide those programmes with operationally relevant recommendations to guide future implementation;
  • Analyse the approaches and contribution of country programmes, undertaken in different development, political and security contexts, towards aggregated impact at the global programme level; and,
  • Assess the extent to which structures, programmes, and approaches, have contributed to progress against the overall GP Rule of Law and Justice (RoL&J) Theory of Change, and identify evidence of innovation and success in programming implementation.

In this broader framework, a final evaluation of the "Rule of Law and Justice" project of the UNDP country office in Guinea-Bissau will be undertaken by ISSAT. This evaluation provides an opportunity to launch a pilot experience in terms of developing and testing an adequate methodology, considering simultaneously the specific needs of the country project and those of the Global Programme. The evaluation will strive to draw accumulated knowledge, good practice and lessons learned from the RoL&J project in Guinea-Bissau, to input into its next programming phase. This learning from direct experience will also support the Global Programme in bridging country experiences and global knowledge, practice and policy, and will help to identify those successful elements that may be fully replicable or partially transferable, so that they can be tested and scaled-up in other contexts.


Project Identification for an EU programme to support the reform of the Justice Sector in Guinea Bissau

EU mandate in Guinea Bissau 04/01/2016 - 30/06/2016

The EU Delegation in Guinea Bissau (GB) requests the support of ISSAT to undertake two interlinked mandates.

Mandate 1: Project identification for a new programme of support (September 2015)

Mandate 2: Project formulation (foreseen Q1 2016)

The detailed EU Delegation / ISSAT Terms of Reference for the second mandate will be completed after the first mandate in order to take into account the knowledge gained. As such, the information hereafter refers only to Mandate 1.

The first mandate will focus on determining options for EU support to the GB justice sector.

In order to ensure that the project identification is based on the experience gained by the EU Delegation’s previous support to the justice sector, the mission will firstly examine lessons identified through participatory workshops and interviews where possible with persons previously associated with the Programme d'Appui aux Organes de Souveraineté  et à l'Etat de Droit (PAOSED). 

In addition, the project identification will take into account the Programa de Reforma de Justice of the Ministry of Justice (MoJ), the formulation made in 2011 during the PAOSED mid-term evaluation[1] , as well as the preliminary analysis already carried out by the EU Delegation to identify broad areas of interest.

The identification of possible areas of engagement will also be based on the needs voiced/observed during the field mission.

Possible linkages and coordination with other programs and initiatives will be studied, in particular the 10th European Development Fund (EDF) Program to support the Rule of Law in the Portuguese-speaking African Countries (PALOP)  and Timor Leste, the Government of Brazil’s efforts in support to Justice and Security in Guinea Bissau (on-going assessment mission), and the UNDP programmes.

In line with the EU Action Document template, as well as discussions between ISSAT and the EU Delegation regarding the division of responsibilities, ISSAT will focus during the first mandate on the following:

  • Context
  • Risks and assumptions (these will remain at the overarching level at this stage and will need to be revisited during the second mandate)
  • Lessons learned, complementarity and cross-cutting issues (in particular in relation to the PAOSED programme)
  • Options for the future programme (and areas to be developed during the second mandate)

The methodology for project identification will consist of a document review, focus groups, individual interviews, and direct observation where possible. In order to ensure that views are gathered from a wider range of stakeholders, it is anticipated that the mission will also involve travel outside of Bissau. 

Team composition:

The lesson learning and project identification will be undertaken by a three-person team with the following composition:

  • Justice Expert (expert 1)
  • Senior Justice Expert (expert 2)
  • Context and Methodology Expert (expert 3)

Support in SSR to the EU delegation to Guinea Bissau

EU mandate in Guinea Bissau 02/03/2015 - 18/03/2015

In the framework of the programme "building AU capacities in SSR", a joint AU-UN-EU  technical assessment mission (JAR) on SSR in Guinea Bissau will take place on 2-12 March.The EU delegation to Guinea Bissau will represent the EU. The purpose of this mandate is to technically and exclusively support the EU participation to the JAR and, after the end of this mission, conduct an EU workshop to help EU to understand the general principles of SSR and identify ways forward for EU support to SSR in Guinea Bissau.
