The aim of the workshop is to enhance institutional coordination in SSR support between the African Union Commission (AUC), Regional Economic Communities (RECs) and Regional Mechanisms (RMs) through joint planning and review.

The French Ministry of Foreign Affairs and International Development, together with the Dutch Ministry of Foreign Affairs, organised an advanced training on SSR from 19-23 September 2016 in Tunis, Tunisia. The course brought together 23 civilian and uniformed participants from the French and Dutch administration working in the region or at Headquarters, as well as representatives from the European Union and the United Nations. Participants from beneficiary countries including Tunisia, Lebanon, Burundi, Ivory Coast and the Palestinian authorities also attended the course. The training was carried out by facilitators from the International Security Sector Advisory Team of the Geneva Centre for the Democratic Control of Armed Forces (DCAF/ ISSAT).

The course was inaugurated by H. E. Olivier Poivre d’Arvor, French Ambassador to Tunisia, and H. E. Eric Strating, Dutch Ambassador to Libya. Both speakers underlined the importance and timeliness of such a training in the region. Indeed, this was the first time that France and the Netherlands organised an SSR training in the Middle East and North Africa region. The training was concluded by H. E. Hans Van Vloten Dissevelt Dutch Ambassador to Tunisia, and Mr. Vincent Larrouze, Deputy Director and Head of the Division for Democratic Governance and the French Ministry of Foreign Affairs and International Development.

During the training, and through a series of case studies, group work and simulations, participants discussed issues such as good governance, the penal chain, gender and SSR, defence reform, and mentoring and advising. The French and Dutch approaches to SSR, as well as the SSR activities of the International Organisation of the Francophonie were also highlighted. Case studies presented during the course included Mali, Burundi and Libya as well as the SSR activities of the European Union in Tunisia. The diversity and experience of the participants led to rich discussions and experience sharing.

End-course evaluations indicated that 95% of the participants found the course useful. 95% also acknowledged that the training contributed to a better understanding of SSR. Participants praised the interactive methodology of the course and appreciated the sharing of experience by facilitators,  guest speaker and participants. Suggestions for further improvement include greater numbers of concrete case studies and a longer course duration.

ISSAT, jointly with Germany, will develop comprehensive mappings of donor support to SSR in Nigeria and Mali. In Mali, the mapping will focus on the criminal justice chain, including accountability. In Nigeria, the mapping will look at both the security forces and the criminal justice chain, also including accountability. With the aim of further building German SSR capacity, a joint Germany-ISSAT team will develop the methodology and undertake the mappings.

The methodology will be finalised during a one/two-day workshop at ISSAT in Geneva. This will be followed by a desk review and telephone interviews, exploiting ISSAT’s network across bilateral donors and multilateral actors, and building on already existing material. The findings will then be consolidated with a 10-day field mission to each country that will involve donors, implementing partners of SSR projects and international NGOs, as well as national institutions of the security and justice sector, including relevant ministries. The subsequent reports will then be shared by the joint Germany-ISSAT team across the international community active in the countries through an in-situ workshop that could also include discussions on how to further consolidate international support.

In the framework of the Sahel SSR assessment process, DCAF-ISSAT will deploy a team of experts for a one week exploratory mission to liaise with representatives from relevant ministries, foreign bilateral and multilateral delegations, civil society, as well as the EU delegation and other international partners.

At the end of April 2018, ISSAT led a scoping mission in Ouagadougou in order to allow the methodology team to establish contacts with the representatives of the European Union, the Burkinabe authorities and the main technical and financial partners as well as civil society actors.

At the end October 2017, ISSAT lead a scoping mission to Niger in order to allow the methodology team to establish contacts with the representatives of the European Union, the Niger authorities and main technical and financial partners as well as civil society actors. These meetings were essential in order to prepare the main mission of the justice, governance, defence and internal security teams, held in December 2017 over a period of three months.

In 2007, the Norwegian Ministry of Justice and Public Security established the Norwegian Mission of Rule of Law Advisers to Moldova (NORLAM). The programme, funded by the Norwegian Ministry of Foreign Affairs, has deployed active justice practitioners from Norway to provide advisory support to Moldova in various aspects of criminal justice system reform. The NORLAM team composition has usually included judges, prosecutors, probation officers, defence lawyers and corrections officers supported by Moldovan legal advisors. While the programme components have changed over time, notable focal areas of work have included commentary of draft laws, supporting development of a juvenile prison (Goian), pre-trial detention, and various aspects of juvenile justice reform. The programme with its holistic approach to the criminal justice chain remains a unique example in global justice and security sector reform practice.

A decision has been taken to close down all programme components and activities of NORLAM by 30.06.2017.  Norwegian experts (2) and local staff will be present on the ground until end of June. Given the important role of NORLAM in supporting justice sector reform in Moldova for a decade, the Norway is seeking to develop a structured transition strategy that will promote sustainability of NORLAM reform efforts, ensure continuity of work, and reduce the potential risks associated with the eventual closure of the programme.

Issued on 13 July 2011 as Secretary-General decision 2011/18, the Human Rights Due Diligence Policy (HRDDP) on United Nations Support to non-UN Security Forces sets out principles and measures to mainstream human rights in the support provided by UN entities to non-UN security forces. The policy was developed by a UN inter-agency mechanism, the Review Group, which has remained in place to oversee implementation at the global level. The Review Group, which is co-led by DPKO and OHCHR and includes UNDP, the UN Department of Political Affairs (DPA), the UN Office on Drugs and Crime (UNODC), the UN for the Coordination of Humanitarian Affairs (OCHA), the UN Office of Legal Affairs (OLA), UNHCR, the UN Office of the Special Representative of the Secretary-General for Children and Armed Conflict (SRSG/CAAC), UNICEF and the UN Peacebuilding Support Office (PBSO), conducted reviews of policy implementation in 2012 and 2013. 

Efforts to implement the policy in a variety of contexts have generated growing practice and new methodologies and procedures have been developed. Over a period of five years, the application of the HRDDP has prompted new ideas about the way the UN should engage with security forces, as well as other national actors, who may commit human rights violations. As noted by the Review Group in its 2013 review, implementing the HRDDP has pointed to the need to compile good practices, in particular examples of cases of support where the HRDDP has been applied and how they have been implemented and monitored, in order to increase understanding of the policy in the UN, as well as to support and guide UN entities in applying it.

In order to contribute to effective implementation of the policy across the UN system and to facilitate the exchange of experience and documentation of relevant practice, OHCHR Methodology, Training and Education Section (METS) will organize a workshop that will bring together participants involved in implementing the HRDDP in the field (from peace operations, as well as from UNCTs), members of the Review Group and external experts.

The workshop will focus on discussion and documentation of good practices related to mitigation measures. This will include the mitigation measures outlined in the 2015 HRDDP Guidance Note developed by the Review Group, other measures applied by operations, agencies, funds and programmes and proposals for potential measures to be used in the future.
