SSR and Military Operational Thinking

Germany mandate in Germany 02/11/2015 - 04/11/2015

From 2 to 6 November, the German Armed Forces Command and Staff College (Führungsakademie der Bundeswehr) are conducting a seminar on “Operational Thinking” for senior staff officers. One of the issues to be addressed is Security Sector Reform - discussions and syndicate work will investigate the actual challenges of SSR and the role of the military in it. The syndicate output will then later be integrated in a comprehensive approach to resolve the scenario crisis.

For the syndicate work on Tuesday (03 Nov), the Führungsakademie would like support from ISSAT in order to ensure the required depth of discussions and output.

Police Master Class 2015

Australia, Canada, Netherlands, Norway , UK mandate in Netherlands 04/10/2015 - 16/10/2015

Whilst many countries have designed and delivered specific training programs to prepare police officers for participation in peacekeeping missions, there are far fewer opportunities to prepare police experts to act as advisors and mentors to reform initiatives in post-conflict and transitional, organisational development contexts. A good advisor/expert requires a different set of skills, attitude and level of knowledge from those needed for traditional and narrowly defined peacekeeping deployments.

The National Police of the Netherlands, together with DCAF/ISSAT took the initiative to further explore this need in 2011 via their partnership with the Royal Canadian Mounted Police (RCMP), the United Kingdom Foreign and Commonwealth Office and College of Policing and the Norwegian Police University College. The Australian Federal Police supported the initiative from the start by sending participants and became full managing partners in 2014.

To date 84 delegates from 9 different countries have participated in a Masterclass. Evaluation showed them to have been very successful and alumni of this pilot programme have already made important career moves following the Masterclass. 

There is significant ownership by the five policing organisations, who have taken over the roll-out of the course for the long-term. The modules developed will also assist ISSAT in the inclusion of more police reform modules/examples into its Level 2 Advanced SSR training course.

Level 2 SSR Course (ESDC)

Finland mandate in Finland 08/03/2015 - 13/03/2015

This six-day training will bring together approximately 25 participants from the Finnish government, the EU, as well as representatives from donor and recipient countries. The course includes several modules covering topics such as the concept and context of SSR, governance, police reform and justice reform. Interactive co-learning methodologies and simulation exercises that encourage participants to share their own experiences will be used throughout the course.

SSR/PSO Training BIPSOT

Norway mandate in Bangladesh 18/08/2015 - 20/08/2015

The 3-day training will focus on the fundamentals of SSR including key characteristics, actors and the international policy framework. It will also focus on SSR in post-conflict contexts and linkages with peace support operations. Cross-cutting issues such as gender, governance and coordination will also be addressed.

Ireland mandate in Ireland 05/05/2015 - 05/05/2015

This seminar will bring together experience and lessons from international support to security and justice reform including from sub-Saharan Africa, South Eastern Europe. It will include examples from UN, EU, as well as bilateral development assistance programmes.

 The audience for this seminar would be staff from across government engaged in providing assistance to UN and EU field missions, working on countries affected by conflict and insecurity, including the Department of Foreign Affairs, Department of Defence, the Irish Military College and An Garda Síochana (Ireland's National Police Service).

The training brought together approximately 25 participants from across government Ministries from Visegrad 4 (V4) countries and Ukraine. Topics covered in the training included: governance and SSR, police/ justice reform, the role of non-state actors etc. The training was based on practical case studies and interactive exercises. Special focus was paid to the Ukraine crisis. Participants were also invited to share their experiences throughout the training.
