Backstopping Support to SDC Honduras (2016-18)

ISSAT/DCAF has been mandated by the Swiss Agency for Development and Cooperation (SDC) to continue providing support to their office in Honduras for Phase 2 (2016-2017) of their programme Integrated Security Sector Reform and Violence Prevention in Honduras. The main goals of the programme were: improved effectiveness of the National Police, greater proportion of committed crimes are investigated and sanctioned, and improved local citizen security and peaceful co-existence. The target audience of the programme included the Secretary of Security, the National Police, Police training and integrity institutions, and 3-5 local municipalities with high indices of violence crime.

Backstopping to SDC continued in the areas of justice and security sector reform, policy dialogue in the program steering mechanism, and in liaising with other donors. As well as advising and supporting SDC in incorporating security, conflict and peace in other parts of SDC’s development program using conflict sensitive program management and related analysis.

The support also helped identify programme entry points for issues regarding human rights, youth opportunities/social prevention and democratic governance. In this regard, support to the SDC focused on their Chairing the Donor Group on JSSR and Human Rights (MSJDH) in Honduras in 2016 and their capacity to offer more tools for strategic orientation to the Donor Group in accordance with international norms.

Phase 2 is divided into three components with the SDC investment concentrated on increasing the Secretary of Security’s organisational integrity and capacity for strategic planning, institutional effectiveness (component 1 or C1) and on strengthening the resilience of community security (component 3 or C3). In this regard, technical and advisory support to the SDC reinforced their strategic efforts for systemic change that enables their partners Government, IDB, and civil society to have improved technical knowledge and capacity on following :

  • JSSR including specific sub-sector reform issues;
  • Programme management applying results-based management and related tools
  • Monitoring and analysing context, peace, conflict and armed violence and to identify options for action and to act conflict sensitive.

Moreover, support to the SDC Regional Office lead to their improved technical knowledge and capacity on JSSR related dialogue issues and aid effectiveness. This also included an increased capacity to identify possible programme synergies especially related to civil society and the Oficina de Alto Comisionado de las Naciones Unidas para los Derechos Humanos (OACNUDH), as well as programme monitoring for implementation improvement.

Outcome objectives of mandate

ISSAT supported SDC and their partners (APJ and IDB) in their JSSR strategic planning in order to increase organisational integrity and capacity, and to support SDC and partners in strengthening a conflict sensitive approach to development.

Summary

Embedding Conflict Sensitivity Analysis into technical support proved to be a key factor in building a trust-based relationship with counterparts. It allowed the team to periodically adjust their awareness of the key issues and take into account the evolving context. This also meant that the team was able to act in a flexible, but relevant, manner with regard to the timing and content of technical assistance.

The Theory of Change (ToC) is a very useful tool to bring together political and technical analysis in support of more robust RBM programming for JSSR.

Working simultaneously with national institutions and a wide umbrella of CSOs provides a great opportunity to introduce a shared vision of SSR into public debate.

    Developing a Theory of Change for Justice and Security Sector Reform in Honduras

    ISSAT and Swedepeace had a standing engagement in Honduras since 2013 providing technical assistance to the Swiss Agency for Development and Corporation (SDC) and their partners in civil society Alliance for Peace and Justice (APJ), Inter-American Development Bank (IDB) and Secretary of Security of Honduras (SEDS). The Swiss JSSR Team supported the SEDS in their strategic planning by training on and applying a theory of change (ToC). The ToC process was a timely tool for this exercise, as it provided an opportunity to internally reflect on their current planning process and how it will impact externally. The process also allowed for a common understanding for base line to be developed as well as the definition of a desired end-state.
