Support to the strategic development of UN DPO OROLSI’s regional engagement in the Sahel
At the request of the Assistant Secretary-General for Rule of Law and Security Institutions, OROLSI seeks to establish a comprehensive approach to strategically and operationally strengthen rule of law and security institutions. Burkina Faso, Mali and Niger have been identified as priority countries. The objective of OROLSI’s engagement in those three priority countries is to provide strategic advice and technical support complementary to existing strategies and frameworks by drawing on specialist expertise available in OROLSI and its partners, within the Global Focal Point for Rule of Law arrangement.
In this regard, OROLSI sought the support of ISSAT/DCAF to jointly and gradually develop the regional engagement in the Sahel, starting in three priority countries (Mali, Niger and Burkina Faso), and building on OROLSI’s experience and expertise in MINUSMA and UNOWAS. The objective of ISSAT’s support is to analyze the key findings of previously conducted assessments, map relevant existing frameworks by international partners and identify gaps in areas under OROLSI purview. This analysis and mapping shall lead to the development of tailored recommendations on how OROLSI can complement those frameworks and address identified gaps including through the implementation of programmatic activities in this region.

Sensitization workshop on DDR and SSR : « sharing lessons learned and good practices »
As part of its annual programme of work, the Commission of the African Union (AU) is supporting the Government of Mali through its Mission in Mali and in the Sahel (MISAHEL) to organize a Sensitization workshop on Disarmament, Demobilization and Reintegration (DDR) and Security Sector Reform (SSR): “Sharing lessons learned and best practices” on 5-7 March 2019, in Bamako.
The objective of the workshop is to identify the current progress and challenges of the accelerated DDR process; to discuss issues of integration and national frameworks to support the existing processes and promote best practices, and experience sharing from other Member States whom have undergone similar experiences.
Given the AUC-DCAF JDI on SSR collaboration, DCAF has been asked to support the AUC DSD and the MISAHEL during the workshop. The following DCAF assistance is envisaged:
- Attend the workshop to share experiences;
- Stand-in as panel facilitators and speakers in specific sessions, according to the final programme
Two SSR experts (one from ISSAT, one from SSAD) will take part in the workshop.
DCAF’s support involves collaboration between SSAD and ISSAT, with the latter leading the DCAF team.
Etude cartographique des projets exemplaires en matière de Réforme des systèmes de sécurité (RSS) dans l’espace francophone
Bien que 60% des pays sortant d’un conflit et fragilisés soient francophones, il y a très peu d’information disponible en français sur la réforme du secteur de la sécurité (RSS). En outre, seul le site Internet du DCAF-ISSAT est (partiellement) disponible en français et dédié à la RSS. Les commentaires de certains de nos membres du « Comité de direction », de membres de notre « communauté des praticiens », de même que ceux que nous recevons à l’issue de nos formations avancées sur la RSS font apparaitre qu’il existe une demande non satisfaite en matière de ressources disponibles en français, particulièrement s’agissant des outils, des tendances, des défis et des bonnes pratiques de la RSS.
