World Bank Fragility Forum

The World Bank's Fragility Forum is a biennial event that brings together policymakers and practitioners from humanitarian, development, peace and security communities; public and private sector; academia; and civil society. The objective is to exchange innovative ideas and knowledge to improve development approaches in fragile, conflict and violence-affected (FCV) settings to foster peace and stability.

As complexity and uncertainty become the new normal, the Fragility Forum 2022 will explore how the international community can best support countries affected by fragility, conflict and violence in a dramatically changing global landscape. It will revisit some of the key findings of the World Development Report (WDR) on Conflict, Security and Development, look into the evolution of the global response to FCV since then, and consider how to adapt it to new, dynamic contexts.

National Ownership in Developing Security and Justice Institutions in Fragile and Conflict Affected States

DCAF's International Security Sector Advisory Team are co-hosting a session together with the g7+at the World Bank's Fragility Forum 2022. 

The session "National Ownership in Developing Security and Justice Institutions in Fragile and Conflict Affected States" will bring together speakers from fragile and conflict affected states as well as international partners. The discussion will focus on sharing lessons on ownership and to increase awareness of the different contexts and needs. 

National ownership has different dimensions. Security and justice transformation must be grounded on local context and reality.  Development must be conceived and developed by the national authorities, but also with the active involvement of a full representation of the country’s citizens to shape the vision of security and justice, including gender, generational, ethnic, socio-economic, geographical, and other diversities. It also implies that the international community respects and empowers this broad notion of national ownership, that they engage and support national stakeholders beyond just Governments and national security and justice institutions, and their assistance should be aligned with local needs. 

This session will help reinforce the commitment of all to uphold the principle of ownership while helping institutional building. In addition, the session will facilitate south-south knowledge exchange and promote exchange of lessons, ideas, opportunities and challenges. 

The session aims to influence practitioners and policy makers how they understand national ownership, encourage peer learning and recognise and incorporate the perspective of challenges and opportunities from the global south on institutional building.

Mozambique webinar on "Security Stabilization and Peacebuilding"

DCAF has been invited to contribute lessons from peacebuilding in military stabilisation contexts, through participation at a meeting organised by the Observatório do Meio Rural Mozambique, which is looking at the intensification of insurgencies and corresponding requirement for stabilisation responses in Cabo Delgado. This is part of a cycle of webinars reflecting on the need to complement military intervention with civilian peacebuilding responses orientated towards addressing the root causes of conflict via development responses. PREPARING FOR THE COMING STORM: THE SECURITY SECTOR AND THE ENVIRONMENT

The nexus between environmental and human security is increasingly being recognized, with many fragile and conflict affected countries at particularly high risk for immediate environmental challenges. 
How can security sector governance and reform contribute to preparing for a future shaped by environmental degradation and climate change? This webinar will analyze risks faced by both humans and the ecosystems on which they depend, while identifying new entry points for building resilience and meeting the security needs of communities. 

A variety of questions will be discussed, including:
•    What role can the security sector play in environmental security?
•    How can we better understand and address short- and long-term risks to both environmental and human security? 
•    How can security institutions tackle factors which are driving climate change?

Security and Rule of Law and Building Back Better: Why localization matters in promoting inclusive and sustainable development in a post-COVID world

Using the Humanitarian-Development-Peace nexus lens, this online discussion will unpack the localization agenda by discussing its key principles and how it can promote inclusive and sustainable recovery. Looking especially at fragile and (post) conflict settings where security and rule of law (SRL) remains a crucial sector and where nexus approaches for food security and stability are applied in resilience, livelihoods and markets programming. By discussing the importance of localization and understanding the different examples and evidences in practice, SRL as well as humanitarian, development partners and other stakeholders, including the Dutch Ministry of Foreign Affairs, will be equipped with program and policy recommendations that enable effective use of COVID-19 and development related funding in the future.

Climate change, gender-based violence: Implications for the security sector

Dates: -

While climate change continues to put pressure on the lives and livelihoods of many communities and individuals worldwide, its impact is not gender neutral. Women and girls, particularly the poorest, tend to be disproportionally affected by environmental degradation and climate- and weather-related disasters. Women tend to be more reliant on natural resources for their livelihoods compared to men, and often have fewer rights and more limited access to information, resources and decision-making power.

There has been growing evidence that there is a clear connection between environmental degradation and increased gender-based violence (GBV), through a range of causal pathways. Where access to natural resources is under pressure, women can be subjected to demands for sexual acts as the price of their access. Economic stress caused by resource scarcity or disasters can cause communities to resort to child, early or forced marriages. Criminal activities such as wildlife poaching and illegal resource extraction as often associated with GBV. In the aftermath of extreme weather events and climate change-induced societal and economic shocks, women are at a higher risk of being victims of sexual exploitation, domestic violence and human trafficking. Climate change drives migration, both internally and externally, which increases the risk of being victim to GBV. Climate change is a driver of conflict, which is accompanied by GBV risks. GBV is often directed against female environmental defenders and activists as a tool to silence them and deter others from speaking up against environmental injustices.

Informing SRoL Policies in a 'News-Freak' Era: The experience of research organizations

The COVID-19 pandemic has recalled the importance of producing and bringing compelling knowledge to the policymaking process. Both policymakers and State’s agencies need knowledge to frame, assess, anticipate decide or implement policies. But neither of these two are necessarily tasked, staffed or trained to produce such knowledge, thereby relying at varying degrees on non-State organizations such as research centers, think-tanks and NGOs.

While economic and development policies have long been explored by these non-State knowledge providers, 21st century developments towards global governance have opened a ‘knowledge race’ to the State’s traditional strongholds such as security, rule-of-law and defence. Over the last years, the delicate task of building knowledge on these sovereign issues has been further complicated by the outburst of ‘alternative’ or fake news which saturated the information market and blurred the lines between opinions and facts.

Launch Event, “Exploring Armed Groups in Libya: Perspectives on SSR in a Hybrid Environment”

Libya’s security sector has become virtually unrecognizable from what it was a decade ago owing to the transformations brought about since the 2011 revolution. This evolution has implications on any attempts to usher in short-term and interim security arrangements as well as longer-term security sector reform (SSR) efforts.

The paper explores the impact of different dimensions of these transformations on security provision in the Libyan landscape. In doing so, it aims to highlight the implications this has on attempts to reform the country’s hybrid security sector, but more broadly, how SSR doctrine can be informed by its findings.

Women Transforming Peace - Celebrating 20 Years of UNSCR 1325 and Beyond

Twenty years ago, the U.N. Security Council sparked a global policy revolution when it recognized, for the first time, the unique experiences of women and girls in violent conflict. Resolution 1325, otherwise known as the Women, Peace, and Security agenda, laid a foundation for governments and civil society to place women at the center of peace processes—not only as victims, but as essential builders of peace. However, despite national action plans and legislation in 84 countries, women remain undervalued in peacebuilding and underrepresented in peace processes. Policymakers and practitioners must look beyond this policy framework first established two decades ago to achieve women’s meaningful participation in peace and security moving forward.

Join USIP and the U.S. Civil Society Working Group on Women, Peace and Security to mark the 20th anniversary of U.N. Security Council Resolution 1325. The discussion will look at how countries are expanding on the Women, Peace and Security agenda by adopting feminist foreign and development policies—and how civil society organizations have invested in masculinities programming as a complementary approach. These and other frameworks may prove more effective in advancing gender equality in peace and security, especially in light of the challenges posed by the coronavirus pandemic.
