General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- Firstlevel university degree in security studies, law or political science, or police and/or military equivalent;
- Knowledge of International Police Standards and human rights;
- Good drafting skills and the ability to tailor reports and presentations to the needs of a specific audience and ability to compile and analyse information;
- Negotiating and interpersonal skills;
- Professional fluency in English including excellent oral and written communication skills; knowledge of other OSCE official working languages would be an asset.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
- First level university degree in security studies, law or political science, or police and/or military equivalent.
- Minimum of ten (10) years of progressively responsible professional experience in the criminal justice system, law enforcement and/or working with security sector reform and experience in international development, international relations or project management, including planning, budgeting, implementation and evaluation.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
- Extensive experience in the field of security sector governance and reform and politico-military affairs in relevant national and international agencies;
- Experience in the following areas: strategic development and planning; programme management, staff supervision, monitoring and evaluation;
- Comprehensive understanding of both the security sector situation in Montenegro, in particular its institutions and bodies, and the overall political situation;
- Good understanding of policy matters in relation to the security sector reform agenda of the host country;
- Demonstrated understanding and experience of the comprehensive approach to security and the concept of inclusive security;
- Professional fluency in English, both oral and written;
- Experience of memorandum and report writing;
- The ability to operate Microsoft Office applications, including word processing and email;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.
- Previous international policing experience in the areas of Advance Passenger Information (API) and Passenger Name Records (PNR), Cyber Security, combatting illegal migration and police training and development;
- Experience in working with host country authorities, civil society and other relevant international partners;
- Knowledge of political developments within the region, including the legislative framework as it applies to police reform issues in Montenegro;
- Knowledge of the key OSCE commitments in the Politico-military dimension;
- Working knowledge of the local languages is desirable.
Tasks and Responsibilities
Under the direct supervision of the Security Co-operation and Governance Programme Manager, the incumbent is responsible for liaising with all local law enforcement officials in order to offer strategic and tactical law enforcement advice/assistance. She/he will be performing the following specific duties:
- Managing all needs assessment exercises designed to assess local law enforcement requirements and developing and implementing technical assistance in terms of developing and implementing national strategies in co-operation with our partners and in line with international standards and best practices;
- Setting priorities and helping to develop guidelines for all Mission related law enforcement project activities and proactively contributing to the Missions cross-cutting mechanisms for cross-programmatic co-operation;
- Making recommendations to law-enforcement agencies and criminal justice institutions on developing and implementing national strategies and annual action plans;
- Managing all relevant training activities and/or specialized assistance provided to local partners in the security sector;
- Supporting the Security Co-operation and Governance Programme Manager and Team in identifying and addressing structural needs in the performance and accountability of the Montenegrin counterparts through strategies, organizational change processes, legislation, institutional development and analysing the implementation of the Missions Security Co-operation and Governance programme;
- Ensuring timely reporting on activities within the field of responsibility as per planning documents, in particular progress and/or lack of progress and providing regular reporting to the Programme Manager on relevant policing matters;
- Developing and maintaining strong working relations with senior officials from: the Government and other relevant national authorities, representatives from NGOS and wider civil society, and the international community, in order to co-ordinate assistance programmes;
- Ensuring that all aspects relating to gender mainstreaming are included in the advice provided to local partners and in the delivery of projects developed and implemented within the programme;
- Directly supervising three (3) staff members and acting on behalf of the Security Co-Operation and Governance Programme Manager in his/her absence;
- Performing all other related duties as assigned.
