French IHEDN SSR Workshop

France mandate in France 02/04/2012 - 05/04/2012

The IHEDN (Institut des Hautes Etudes de la Défense Nationale), the French interdepartemental  training centre on security, defense  political and strategic issues, is organising two training events for which they are requesting ISSAT support.

1) A basic course on SSR in Brussels (in partnership with Portugal) as part of the ESDC training calendar. The course is focused on the EU SSR approach and is targeting EEAS, and EU member states.  The request is to provide a facilitator for the training, to help pull out good practice and fill gaps in SSR knowledge.

2)  A new training course in Paris on civilian crisis management;  intended for participants from across the French government non  necessarily engaged in security  issues , the course will address various questions such as DDR, rule of law, civil society support, and SSR. The educational approach will be both theoretical and practical, based on cases studies and lessons learned. 

ISSAT has been requested to provide a team of one facilitator in Brussels, and two advisors to provide input on SSR in Paris.The main objectives of the workshops are to deliver an overview of the key SSR policies, principles and actors from an EU perspective in Brussels, and from a national point of view in Paris. A part of the sessions will be devoted to current cases studies, underlining the concrete difficulties to implement the mentioned principles in the field.

The IHEDN (Institut des Hautes Etudes de la Défense Nationale), the French interdepartmental training centre on security, defense, political and strategic issues, organized a training course on Civil-Military Coordination of external crisis, in partnership with the European Security and Defense College (ESDC). Based on previous collaborations in Brussels and Paris, they requested ISSAT support to facilitate debates during two days. Representatives of the High Administration, researchers, managers of international organizations, NGOs and private companies, attended the session.

Security system reform is an essential factor in conflict prevention and peacebuilding. It plays a direct role in establishing democratic governance that respects human rights.
Insecurity obstructs development and poverty upsets security: SSR contributes to creating a development and reconstruction-friendly environment. Further upstream, it helps
prevent crisis and conflict.
