Search for Common Ground is seeking a mid-career researcher for an anticipated three-month regional research project on the reintegration of combatants and their families. This key personnel position reports to the Lead Researcher.

The Research Analyst will support the project’s research aims by contributing to the design and analysis of the research assessment, including conducting a limited number of interviews. They will assist with many aspects of research including design of methodology, planning and implementing, analyzing data, conducting literature reviews, developing interventions, and contributing to miscellaneous research support. 


Regional Program Manager - Dakar, Bamako or Ouagadougou

The Regional Program Manager aims to ensure excellence in performance in all areas of program implementation for specific programs (TBD) in full compliance with SFCG and donor rules and regulations. By supporting the country teams in the Sahel conflict geography (Mali, Niger and Burkina Faso) measuring their performance using specific and agreed-upon program implementation and quality measurement tools, the Regional Program Manager shares a diagnosis of country programs’ strengths and weaknesses with the Regional Director. This diagnosis will be based on the efficacy and effort by the country team in utilizing organizational tools.

Based on this diagnosis, priorities for each country program are set with the Regional Director. This is done in a manner that consistently builds capacity, strengthens lines of accountability, and enables and inspires talent at all levels within the country program. Accountability of the performance in managing the awards remains with the Country Director, who is supervised by the Regional Director. The Regional Director thus focuses more so on strategic development, new business development, and management of the senior country team.

The Regional Programme Manager will also support the operationalization of the Sahel conflict geography strategy.

Program Assistant - Iraq

The Program Assistant will be responsible for back-stopping implementation of our Iraq projects and will directly support the Program Manager. 

Search Iraq

Search currently has programs in ten countries in the Middle East and North Africa (MENA). Our Iraq programme is a growing portfolio. Our activities contribute to durable peace and the use of conflict transformation approaches throughout society using media and by empowering civil society while engaging with youth, women, religious and community leaders for sustainable peace. Search uses a range of tools to implement conflict transformation and peacebuilding programs, including radio, television, training, public forums, community dialogues, and arts and culture events, among others. It works on issues including good governance, justice, security sector reform, media training and professionalization, social cohesion, and reconciliation.

Key responsibilities include:

  • Conduct regular field visits, attending different project activities to ensure their quality, and communicate with the key local stakeholders to create/maintain trust and engagement
  • Provide logistic support as needed to ensure smooth organization of all project activities
  • Assist the Program Manager in liaising with project partners and stakeholders
  • Compile site visit reports throughout project implementation to monitor progress of activities and highlight results, challenges, any deviations from projected work plans, and successes
  • Help prepare activities’ reports as well as quarterly narrative reports for donors, in compliance with Search and donor requirements and in collaboration with Search’s regional team and HQ.
  • Assist with communication and visibility aspects of the program, in collaboration with Search’s MENA Communications Officer, through written material, photos, success stories, updated website, social media and traditional media
  • Supervise or lead the collection of data during implementation 
  • Participate in focus groups held for the projects and provide other support as needed
  • Contribute creative ideas for program development and develop technical and financial proposals to local and international donors to sustain the ongoing program
  • Attend representational meetings with donors, NGO coordination, Ministries, etc.
  • Be engaged in the continuing development of the organization, its mission and its staff, through the sharing of experience and knowledge, particularly contributing to its Institutional Learning.

Required qualifications:

  • A university degree or equivalent certificate/diploma or similar qualification from a recognized establishment or equivalent experiences.
  • At least 2 years’ professional experience in a comparable position including extensive fieldwork.
  • Previous experience in community engagement and peacebuilding programming in Iraq.
  • Demonstrated good skills and experience in administrative, organizational, and operational project work.
  • Strong experience in planning and conducting community outreach activities.
  • Ability to analyze and present information in a clear manner.
  • Strong knowledge of local context and dynamics Iraq.

Cette personne est le responsable et assure la direction générale du projet. Il sera basé à Kalemie et au-delà, il dirigera l’équipe de projet. Cette personne sera responsable de tous les aspects de la coordination programmatique, financière et administrative du portefeuille provincial de SSR, y compris de l'identification des mécanismes de mise en œuvre appropriés pour atteindre les objectifs stratégiques du programme, servant de liaison principale avec les donateurs, les partenaires et les autres parties prenantes au niveau provincial. Le poste relèvera du chef de bureau de Kalemie pour les problèmes opérationnels ainsi que du conseiller RSS pour les aspects techniques.   • Assurer la liaison avec les intervenants appropriés, en particulier les représentants communautaires, les représentants du gouvernement et acteur de sécurité, etc. dans la mise en œuvre du projet 
  • Assurer une gestion financière saine grâce à une planification  des dépenses, le suivis, et qualité et régularité des rapports;
  • Assurer la liaison avec le personnel concerné dans le pays et au siège si nécessaire pour produire des rapports narratifs et financiers pour le projet;
  • Veiller à ce que la mise en œuvre du programme soit conforme aux accords, politiques et procédures contractuels;
  • Produire des mises à jour trimestrielles du programme, des bulletins d'information, des histoires de réussite, des mémoires et d'autres documents de communication au besoin;
  • Responsable de la planification des activités, ainsi que de sa mise en œuvre conformément au principe de qualité.
  • Accompagne les assistants et autres membres des départements sur terrain dans la conception, l’élaboration des outils et la mise en œuvre des activités.
  • Travailler en étroite collaboration avec les autorités politico-administrative et sécuritaire de la zone pour la définition, adaptation et la mise en œuvre des activités prévue par le programme.

  • Assurer que l’équipe sous sa supervision complète régulièrement les outils de suivi et évaluation et leur transmission au département de suivi et évaluation pour compilation dans la base des données.

Responsable de la collaboration avec les partenaires de mise en œuvre, institutionnels et participe aux différents mécanismes de coordination

  • Responsable de la gestion du partenariat avec l’ONG local de mise en œuvre ;
  • Assurer d’une communication régulière avec les partenaires sur terrain engagés dans les activités du programme.
  • Assurer la coordination des activités du programme avec celles des autres partenaires engagés dans le domaine de la transformation des conflits et autres dans la zone du projet.
  • Participer régulièrement aux mécanismes de coordinations existants sur terrain (clusters, groupe de travail, …).

Gestion du budget et des opérations du projet 

  • Assurer une planification budgétaire

Gestion des ressources humaines

Country Director

Location: Goma/Bukavu , Congo, Democratic Republic of

The Country Director (CD) manages the overall program in the DRC from a programmatic and operational perspective, as well as leading on fundraising and donor relations. The Country Director supervises eight positions, including 4 Heads of Offices, the Finance Director, the Programming Director, the Program Associate and the Security Sector Reform program manager.

The CD reports to the Regional Director for Central and Southern Africa and collaborates closely with various departments located in the region, in Brussels and in Washington. The location for the position is negotiable between Bukavu or Goma with frequent travel to project sites and other field offices.

Country Program Manager

The Country Program Manager will oversee Search for Common Ground’s program in Central African Republic (CAR), serving as the head of office and leading on fundraising, financial management, operations, grant management, program implementation and monitoring and evaluation. S/he reports to the Central and Southern Africa Regional Director and supervises the Finance Manager, M&E Manager and all project managers. S/he collaborates closely with various regional support roles, particularly the Regional Program Manager and the Regional Program Development Manager, as well as HQ services such as the Institutional Learning Team, Communications, Human Resources, Finance and Operations.

Linking Program Design and Evaluation in Peacebuilding: A Challenging Task

This report, “Linking Program Design and Program Evaluation: A Challenging Task,” captures the findings of a meta-review of program evaluation reports conducted by American University’s Center for Peacebuilding and Development and Search for Common Ground. The review looked at a variety of program design elements and evaluation methodologies from a selection of evaluation reports from the Portal to examine what range of practices are being implemented, in both design and evaluation, and to identify where there are areas for growth for peacebuilding program design, monitoring, and evaluation. 


The Missing Piece in Security Sector Reform: Lessons from the Democratic Republic of Congo

In situations of deep crises of state legitimacy and entrenched hostility between citizen and state, like in the DRC, SSR initiatives risk reinforcing patterns of dysfunctional, weak, unrepresentative, or ineffective government by strengthening those forces without considering their relationship to society more broadly. Over time, such SSR approaches can all too easily undermine the very security they were intended to provide. 

This brief reviews the diverse and distinct efforts which have been undertaken in the domain of SSR and draws three key lessons and recommendations. While the DRC is a complex case, the insights it produces can be of use both in the DRC itself, particularly as the government continues to grapple with this challenge, and in other fragile states faced with the challenge of SSR as a pathway to improved civilian protection and strengthened state legitimacy.
