Workshop on "SSR - from Theory to Practice"
The Austrian Ministry of Defence and Sports has requested ISSAT’s support to conduct an SSR Workshop in Armenia in 2015. The workshop is organised by the OSCE office Yerevan and the Government of Armenia, supported by Austrian MOD.
The Austrian MoD cooperation with Armenia, started in 2013, has included one training event (Introduction to SSR - Level 1 training & High level SSR sensitisation), followed in 2014 with support of an OSCE-/NATO-event with one expert, and with an SSR follow-up workshop in 2015.
This SSR workshop will bring together approximately 25 Armenian governmental participants at senior level from different ministries and state institutions relevant to the security sector.
Workshop "SSR - from Theory to Practice"
Project started in 2012 with a first activity in June 2013 (“Introduction to SSR - Level 1 training & High level SSR sensitisation”) ARM-AUT-OSCE supported by ISSAT (2 instructors: Petra van Ojien/Sami Faltas)
2015: two activities to be implemented:
- expert talks on specific aspects within Defence Sector Reform (took place in May 2015);
- workshop on SSR with special focus on inter-agency cooperation (planned in November 2015).
OSCE Assessment of the Law Enforcement Development Programme, Kosovo
OMiK (OSCE Mission in Kosovo), among the OSCE's largest field operations, forms a distinct component of the United Nations Interim Administration Mission in Kosovo (UNMIK). It is mandated with institution and democracy-building, including the promotion of human rights and respect for the rule of law. In 1999, the OSCE was mandated with training the new police service that was to uphold human rights and democratic policing principles. To do so, the Mission’s Department of Police Education and Development (DPED) created an institution – the Kosovo Police Service School – that in 2006 evolved into the Kosovo Centre for Public Safety Education and Development (KCPSED) and in 2011 into the Kosovo Academy for Public Safety (KAPS).
In order to better reflect the broader context of its programmes with justice, safety and security sector development, the DPED itself became the Department for Security and Public Safety (DSPS) in 2006. The DSPS experienced an acute reduction in its personnel figures, dropping from 30 international mission members and 57 local staff in January 2007 to 19 international and 36 local staff in December 2007. At the same time, the KCPSED was fully staffed by Kosovo/UNMIK civil servants and the transfer of the KCPSED to Kosovo/UNMIK's provisional authorities was completed. Having been renamed as the Department for Public Safety (DPS) in 2008, the name was once again changed in 2009, officially becoming the DSPS.
A core objective of the OSCE's Strategic Police Matters Unit (SPMU) is to support the organization's Field Operations in their police-related activities, as well as to accumulate information and guidance to be used in preparation for, and planning of, future police-related activities. According to the OSCE Strategic Framework for Police-related Activities, the sharing of best policing practices among the organization's participating States is a key element of its police-related activities. The gathering, evaluation, and sharing of this information takes place at the request of participating States and with their consensus.
The OSCE’s Law Enforcement Development Programmes in South-Eastern Europe, which started 1998 in Croatia, are the longest running police-related activities of the OSCE in any of the organization's geographical regions. These Programmes offer a wealth of invaluable information and lessons, which should be recorded not only to preserve the institutional memory of the OSCE, but also to use the identified good practices in the planning of police development programmes in other OSCE regions in the future.
Methodological support to OSCE in conducting Security Needs Assessment
ISSAT will provide methodological support to OSCE as defined in the TOR for the Security Needs Assessment. This will include:
- ISSAT preparation of materials for and facilitation of Methodology workshops; these will equip the OSCE’s three teams of consultants to conduct the assessment in their three respective core areas.*
- ISSAT review and feedback on products of the three teams, comprising (1) assessment plans, and (2) findings and recommendations.
- If OSCE resource allows, ISSAT preparation of materials for and facilitation of Validation workshops.

Adviser on Gender Issues
The purpose of the Democratization Department's Democratic Governance and Gender Unit is to support participating States in implementing their OSCE commitments with regard to democratic institutions, democratic governance and participation in democratic processes. The Gender Adviser, in line with the assignments given specifically and exclusively to ODIHR in the OSCE Action Plan for the Promotion of Gender Equality, conducts initiatives promoting equal opportunity for participation in political and public life and building national gender equality mechanisms.
Under the supervision of the Chief, Democratic Governance and Gender Unit, the incumbent will advise on issues relating to gender equality and women's participation in political and public life and provide guidance and assistance in respect of developments affecting the above-mentioned issues throughout the OSCE region.

Senior Police Development Officer
OSCE Mission in Kosovo are looking for a Senior Police Development Officer.
Education:
Police administrative courses in relevant field and specialized subject area
Experience:
Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area
Associate Gender Officer
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The purpose of the Democratization Department's Democratic Governance and Gender Unit is to support participating States in implementing their OSCE commitments with regard to democratic institutions, democratic governance and inclusive participation in democratic processes. The Associate Gender Officer, in line with the taskings given specifically and exclusively to ODIHR in the OSCE Action Plan for the Promotion of Gender Equality, assists the team in the conduct of initiatives promoting equal opportunity for participation in political and public life and building national gender equality mechanisms.
Senior Public Information Project Assistant (half time)
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
This is a half-time position funded from donor (“extra-budgetary”) funds. The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. The incumbent will work on the project “Consolidating Democratization Process in the Security Sector in Serbia” (ExB No. 2400711), which is scheduled to end on 31 December 2019, and which is implemented by the Democratic Governance Section of the Democratization Department.
Tasks and Responsibilities:
Under the supervision of the Senior Governance Adviser, the incumbent assists in all public relations, visibility and outreach activities connected with the project “Consolidating Democratization Process in the Security Sector in Serbia 4”. Specifically, the Senior Public Information Project Assistant is responsible for:
- Assisting in the development of the Communication and Visibility Strategy of the Project, and implementing and co-ordinating core activities envisioned in it;
- On the basis of the Project’s Communication and Visibility Strategy and the calendar of events, and in close co-operation with the donor and the OSCE Mission, co-ordinating and organizing public information activities and media events, including but not limited to press briefings, press conferences and interviews to mark key Project milestones and major events;
- Drafting, initiating clearance, facilitating and co-ordinating the development and dissemination of the Project promotional materials (leaflets, infographics, bulletins, media advisories, press releases, feature stories for the Mission’s website, weekly magazines and the like);
- Contributing to the updating of the website of the OSCE Mission to Serbia, as well as to improving and increasing presence of the Project on social media (Facebook, Twitter, You Tube and the like);
- Ensuring at all times that the Project’s public relations activities and outputs comply with visibility guidelines of the donor and with the OSCE’s internal guidelines.
- Monitoring and compiling relevant media reports on the Project and preparing summaries for inclusion in progress and donor reports; establishing a system for monitoring media and newsletters on issues relevant to the project and facilitating the sharing of best practices.
- Translating written material to and from English and providing consecutive interpretation at meetings and other events, when needed.
- Performing other duties as required.
Necessary Qualifications:
- Citizenship of or permanent residence in the Republic of Serbia;
- Secondary education supplemented by formal studies or training in journalism, media, marketing, political sciences or related field;
- Minimum six years of relevant working experience in journalism and/or public relations, of which at least some preferably in an international environment;
- Proven familiarity and contacts with the media scene in Serbia;
- Knowledge and versatility in using digital media technologies for communicating targeted public information/outreach messages (incl. social networks and platforms);
- Established knowledge and awareness of the security sector in Serbia and issues pertinent to security sector reform;
- Experience in dealing with public information for major donor-funded projects, or major events necessitating a strong public relations component would be an asset;
- Computer literacy with practical experience in Microsoft applications;
- Excellent written and oral communication skills in English and in the local language;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Team Leader - OSCE Special Monitoring Mission to Ukraine
The OSCE Special Monitoring Mission to Ukraine (SMM) is an unarmed, civilian mission, present on the ground 24/7 throughout Ukraine. Its main tasks are to observe and report in an impartial and objective way on the situation in Ukraine; and to facilitate dialogue among all parties to the crisis. The Mission contributes to reducing tensions and to fostering peace, stability and security. The Mission engages with authorities at all levels, as well as civil society, ethnic and religious groups and local communities. The Mission gathers information and reports on the security situation; and establishes and reports facts in response to specific incidents, including those concerning alleged violations of fundamental OSCE principles. The Mission currently foresees around 1,450 mission members and budgetary resources of about EUR 100 million.
Under the direct supervision of the Head of Operations, the Team Leader of the Monitors is responsible for all aspects related to the operational effectiveness, safety and conduct of the Monitoring Team (MT). The Team Leader of the Monitors is responsible for ensuring that the Special Monitoring Mission (SMM) to Ukraine's mandate is effectively implemented in the Team Leader's Area of Operations (AoO) including with regard to monitoring and reporting on human dimension issues and supporting the promotion of gender equality. Project Assistant OSCE Mission to Montenegro
Organization for Security and Co-operation in Europe Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the position of Project Assistant in the Security Co-operation and Governance Programme. Under the supervision of the Organized Crime Police Advisor, the incumbent carries out the following duties:
- Assists in the design, development and implementation of projects and activities of the Programme;
- Through participation in meetings and other communication opportunities, establishes and maintains close relationships and regular contacts with national authorities, institutions and NGOs, as well as relevant international and regional partners in order to co-ordinate and arrange mutual programme activities;

LGBT People and Security Sector Reform in the Republic of Serbia
In 2011, Public Policy Research Center conducted a six-month project titled “Vulnerable Groups and Security Sector Reform: a Case Study of LGBT” on the relationship dynamics of LGBT people and the police / Ministry of Interior (MoI) and the Armed Forces of Serbia / Ministry of Defence (MoD). The research was based on the assumption that the security sector institutions relationship with and attitude toward members of LGBT population is one of the indicators of change in their culture i.e. a part of the process of the so-called “second generation” reforms. The research team sought to examine how non-heterosexual individuals perceive the ongoing process of reforms in the security sector institutions, especially in regard to possible improvements of their own security. The intent was also to contribute to the increase of interest in the “security community” for the issue of LGBT people’s relationship with the security sector. The ultimate goal of this project is to improve communication and cooperation between the two communities.
