Rosaria Puglisi

Senior SSR Advisor

Rosaria Puglisi is a Senior Security Sector Governance and Reform Adviser in ISSAT’s Advisory Field Support team.

In her role Rosaria plays a key role in leading Advisory Field Support project teams delivering programming support and strategic advisory to ISSAT Governing Board Members on their international Justice and Security Sector Governance/Reform policies, strategies and programming. She also contributes to knowledge, outreach and advocacy, and training activities.

Rosaria has twenty years of professional experience and brings to DCAF a solid background in democratic governance, crisis management, political affairs and security policy, coupled with strong geographical expertise on countries in Eastern Europe, the South Caucasus and Central Asia.  Her commitment to SSG/R is firmly rooted in the extensive crisis management and political advising experience developed through postings in the Council of Europe, EU CSDP/CFSP and NATO missions, where has she worked in both advising and leadership positions.

Rosaria is a member of the UN Senior Women Talent Pipeline and the UN Security Sector Reform Advisory Network and holds a PhD degree in International Relations from the Institute of Russian and Eastern European Studies of the University of Glasgow (UK). 

She speaks Italian, English, Russian and French.
