Under-development
The public and private infrastructure is often destroyed, production and trade are limited, businesses have not yet reopened, international companies have not yet returned, workers have been victims of the conflict, are displaced or have left the country, skills are scarce, social and economic capital is limited, and the economy depends heavily on humanitarian and development assistance. Excessively high defence expenditure, during- and at times after- the conflict can also lead to challenging economic conditions
