DCAF-ISSAT has been requested by the Dutch MFA to undertake a review of their civilian mission expert pool with the central question to determine experiences, lessons learned and recommendations of the added policy value of the “civilian mission expert pool”.
The review is going to produce recommendations as to how the relevance of the expert pool can be increased in terms of informing policy making, achieving policy objectives and influencing policy implementation.

ISSAT will be expected to:
- Produce an MFA Final ‘Civilian Mission Expert Pool’ Report. The report will contain the findings of the Activity Plan process and recommendations for the Netherlands on the recruitment, professional development, deployment and management of Experts into Dutch civilian missions (and Institutions).
- Moderate a session on “increasing the policy relevance of the civilian experts” during the ‘home coming days’ of seconded experts on 6 November 2019
Outcome objectives of mandate
Contribute to enabling the MFA to maximize the use of the Civilian Mission Expert Pool as well as better anticipate, plan and execute its contribution to future Netherland civilian expert mission deployments.
