The objective of the mandate is to develop and run a face-to-face training course on SSR and VE in French and in English, with the expectation that these would then be run on a yearly basis (one of each), potentially in field locations in order to maximise their accessibility for practitioners.
The anticipated outcomes of the development and delivery of the SSR and VE trainings are:
- 1. Enhanced implementation of VE-related activities within broader SSR contexts;
- 2. Enhanced understanding, competence and effectiveness of staff engaged in wider VE-related and SSR-related programming;
- 3. Personnel more effectively able to engage with local, national, regional and international actors and relevant good practice in supporting SSR and VE-related SSR activities;
- 4. Contribution to a coherent and operationally focused continuous professional development approach for military, police and civilian personnel engaged in SSR and VE-related activity;
In practical terms, increasing the capacity and capability of relevant staff in these fields, will improve the quality and relevance of specialist SSR training, which in turn will lead to more effective technical programming, support and implementation of preventative programmes in region.

A comprehensive training project consisting of 5 stages (Activities) aimed at developing and delivering two integrated ‘pilot’ training courses on SSR and VE in French (2018) and in English (2019).

- Consultation and Feedback - Curriculum consultation, adjustment & programme design
- SSR-VE Programme 1 (French) – Delivery
- SSR-VE Programme 2 (English) – Delivery
- Evaluation & After Action Review (AAR) - knowledge management, oversight & ongoing development
The project will represent a collaborative multiphase engagement that will determine a defined set of needs and understanding of what an integrated SSR and VE training course is looking to achieve, including collation of relevant content sources and joint agreement of the target audience.
The course content will be built around the ASSR framework, but with context-specific specialist VE areas designed in with contributions relating to institutional and internationally related policies, guidance and wider donor and practitioner community input.
Intended immediate outcomes of mandate
In summary, the pilot courses will aim to help participants to:
- Understand the joint principles, approach and characteristics of VE-related and SSR activity;
- Explore cross-cutting challenges and complexity of applying SSR & VE activities in fragile States;
- Balance accountability with effectiveness with respect to security and justice development or preventative work;
- Enhance understanding of relevant SSR and VE tools to support effective implementation;
- Get involved in relevant case studies and facilitated exercises;
- Build up a relevant network to facilitate greater coordination.
