Training Workshop on Formulating/Updating the Security Sector Reform (SSR) and Disarmament, Demobilization and Reintegration (DDR) Strategies for Sudan

The specific objectives of this national training workshop are:

  • To train 38 officials from the relevant security and justice institutions on formulating and updating their comprehensive national SSR and DDR related Security strategies;
  • To provide a platform for national and regional technical experts to jointly reflect on their SSR and DDR priority areas identified in their National Security Policies (NSP) and to further compare with AU and IGAD Peace and Security Policy Frameworks that have been formulated;
  • To assess and review the existing related National Security Policies and Strategies; as well as respectively evaluate their implementation and key possible gaps;
  • To explore ways for IGAD, AU and UN, on their complementary roles and responsibilities, to assist the State in updating and implementing its strategies and initiatives;
  • To engage experts from national security institutions, AU and UN to jointly develop and update SSR & Reintegration strategies at the national level as they are interrelated, based on the identification of relevant local and national SSR & DDR stakeholders;
  • To enhance the required skills of participants and provide inspiration on the best practices of formulating and updating SSR & Reintegration strategies by involving resource persons with great wealth of experience and knowledge

UN/AU Transition in Darfur: Lessons from Assistance on Rule of Law and Human Rights through the State Liaison Functions

In the making since 2014, UNAMID’s transition concept was consolidated in 2018 by the Special report of the Chairperson of the African Union Commission and the Secretary-General of the United Nations on the strategic review of the African Union-United Nations Hybrid Operation in Darfur 1 and endorsed by the resolution 2429 (2018). Defining further the two-pronged approach, the resolution proposed an innovative whole-of-system approach to be implemented in collaboration with UNCT through joint “State Liaison Offices” later called “State Liaison Functions” (SLF).  

DCAF’s ISSAT has responded positively to a request from UNAMID to assist in carrying out a lesson identification on the support provided through the SLF modality in the areas of rule of law (RoL) and human rights (HR), in the broader framework of Mission transition in Darfur. This exercise will be implemented in collaboration with OROLSI, UNDP-DPO-DPPA Joint Transition Project, and OHCHR.

Sudan Police Scoping Mission

Switzerland mandate in Sudan 16/09/2018 - 16/12/2018

In May 2018, the former Foreign Minister of the Republic of Sudan, Prof. Ibrahim Ghandour, asked Switzerland for assistance in the field of SSR. Following an exploratory mission by the Human Security Division (HSD) in March 2018, it was decided that Switzerland should assess potential support to the Sudanese Police Forces (SPF) within the context of existing Swiss migration assistance frameworks. The support would focus on fostering Sudan’s willingness to tackle some systemic challenges with regard to respect for international human rights and humanitarian law within its police and security forces. At the same time, it would represent a further step towards building up a constructive and enduring relationship between Switzerland and the Sudanese government. 

As a result, ISSAT was requested to undertake an initial scoping mission to gauge potential challenges and opportunities for support to reform of the SPF. This would include the subsequent development and delivery of a two-day sensitisation on SSR for selected Sudanese Police and Ministry of Interior personnel should the context be conducive.
