UN/AU Transition in Darfur: Lessons from Assistance on Rule of Law and Human Rights through the State Liaison Functions
In the making since 2014, UNAMID’s transition concept was consolidated in 2018 by the Special report of the Chairperson of the African Union Commission and the Secretary-General of the United Nations on the strategic review of the African Union-United Nations Hybrid Operation in Darfur 1 and endorsed by the resolution 2429 (2018). Defining further the two-pronged approach, the resolution proposed an innovative whole-of-system approach to be implemented in collaboration with UNCT through joint “State Liaison Offices” later called “State Liaison Functions” (SLF).
DCAF’s ISSAT has responded positively to a request from UNAMID to assist in carrying out a lesson identification on the support provided through the SLF modality in the areas of rule of law (RoL) and human rights (HR), in the broader framework of Mission transition in Darfur. This exercise will be implemented in collaboration with OROLSI, UNDP-DPO-DPPA Joint Transition Project, and OHCHR.

Global Retreat on UNHCR’s Engagement with the World Bank Group and Development Partners
UNHCR organizes an annual workshop for its development partnerships officers, which this year will take place on 13 and 14 February. ISSAT is requested to support through delivery of a key note speech at the session dedicated to ‘Leveraging development partners for engagement with National Governments’. The engaging Government session aims at promoting new thinking for UNHCR staff on how to engage refugee protection agencies (often security institutions) and work with them towards more comprehensive refugee responses in which other institutions (ministries of education, health etc.) increase their role in refugee protection matters. This requires significant cultural change on both the side of UNHCR as well as the side of the national institutions. We would like DCAF-ISSAT to launch the session highlighting experience and lessons from security sector reform processes, notably from their experience of support to their Governing Board Members in Guinea-Bissau and Madagascar.
Project Evaluation of UNDP Colombia Country Programme (2015 – 2019)
UNDP's Rule of Law, Justice, Security and Human Rights Unit requested ISSAT in 2018 to conduct the fourth evaluation of their Colombia country evaluation series. This included development of strategic monitoring guidelines for UNDP’s Global Programme on Rule of Law and Human Rights for Sustaining Peace and Fostering Development.
ISSAT is supporting the Global Programme to achieve its planned results by conducting a series of evaluations that will build an evidence base for the range of interventions conducted under the Global Programme, allow tracking in country progress and help identify good practices from specific implementations, which can then be disseminated and potentially enrich programmes in different countries/ regions.
Meeting of the Heads of Justice and Corrections Components of UN Peace Operations (Meeting), in New York
The objective of the Meeting is twofold: (1) to serve as a forum for the heads of justice and corrections to take stock of strategic and operational developments and to exchange best practices on strengthening the impact of justice and corrections components; and (2) to offer senior field personnel, Member States, Headquarters counterparts, and United Nations partners a platform to explore emerging priorities in the rule of law sector and to share views on how justice and corrections components contribute to conflict prevention and peace sustainment in line with the Secretary-General’s vision.
