Mark Reber

Mark Reber is a former member of the Royal Canadian Mounted Police with over 15 years service. Initially posted to the Internal Affairs Branch at RCMP headquarters for five years, Mark has significant experience with police disciplinary systems, internal investigations, conflicts of interest and public complaints procedures. He has managed a number of organizational initiatives and developed a strong professional background in strategic planning, police labour relations, communications, risk management, assessment and evaluation, and long term organizational change in a law enforcement context.

Mark has also worked overseas on behalf of the RCMP being initially posted as Chief of Staff to the Oversight Commissioner for Policing Reform in Northern Ireland, between 2002 and 2007, and subsequently as Senior Inspector of the Garda Siochana Inspectorate, a newly-created police inspection agency in the Republic of Ireland, between 2007 and 2008. He continues to advise the Northern Ireland Policing Board on governance, monitoring and ongoing policing reforms, and has most recently conducted needs assessments and program evaluations in South America and Africa for the Government of Canada and others. His ongoing involvement in international security sector reform initiatives has provided him with a very strong professional background in international programme management, compliance inspections, organizational evaluations, program assessments, and report writing, often in post-conflict or highly sensitive environments.

Mark holds a Graduate Diploma in Management from the University of Ulster, a Master of Arts in Conflict Analysis from the Norman Paterson School of International Affairs, as well as Bachelors of Arts in Politics and International Relations from the University of Toronto and Carleton University. Mark is a certified organizational management assessor under the European Foundation for Quality Management.
