
UN/AU Transition in Darfur: Lessons from Assistance on Rule of Law and Human Rights through the State Liaison Functions
In the making since 2014, UNAMID’s transition concept was consolidated in 2018 by the Special report of the Chairperson of the African Union Commission and the Secretary-General of the United Nations on the strategic review of the African Union-United Nations Hybrid Operation in Darfur 1 and endorsed by the resolution 2429 (2018). Defining further the two-pronged approach, the resolution proposed an innovative whole-of-system approach to be implemented in collaboration with UNCT through joint “State Liaison Offices” later called “State Liaison Functions” (SLF).
DCAF’s ISSAT has responded positively to a request from UNAMID to assist in carrying out a lesson identification on the support provided through the SLF modality in the areas of rule of law (RoL) and human rights (HR), in the broader framework of Mission transition in Darfur. This exercise will be implemented in collaboration with OROLSI, UNDP-DPO-DPPA Joint Transition Project, and OHCHR.

Support to the facilitation of the inaugural meeting of the AU Steering Committee on SSR
To provide surge capacity to the AUC DSD in the conceptualisation and implementation of a successful first SSR Steering Committee meeting through:
- Input and assistance in finalization of the Draft Concept Note and Terms of Reference.
- Provision of comment/input on the draft Agenda.
- Facilitation of panel discussions on the implementation of the AU SSR Framework in Member States engaged in SSR initiatives.
- Presentation on relevant topic (TBC).
- Support the AUC on strengthening engagement with regional and international partners to collectively improve their support to Member States activities related to SSR.
- Support the identification of recommendations and way forward for the Steering Committee based on needs and actions identified.
- Reinforcement of the secretariat on reporting.
Training workshop on the African Union Operational Guidance Note on Gender and Security Sector Reform
The overall objective of the workshop is:
(i) to create a platform of discussion among participants on the status (gaps and challenges) on gender mainstreaming in Defence and Security institutions at national levels of AU Member States and in Peace Support Operations (PSO), and
(ii) to sensitize and train participants on the utilization of AU Gender OGN to address identified issues.
