Effective Advising Course for S&J Strategic Advisors
The Folke Bernadotte Academy - Sweden organised a three-day course on “Course on Effective Advising Capacities for Strategic Security and Justice Sector Reform Advisors”, in Stockholm. The course was delivered by ISSAT’s experts.
This course focused on international experts delivering advising assistance to SSG/R processes in ‘peacebuilding’ contexts, countries which are emerging from cycles of violence and/or polarisation that are undergoing social, political and institutional transformations to consolidate peace. It provided guidance and tools to assist participants in analysing their own advising roles to better understand their contexts of operation, and apply key frameworks for capacity development, change and inclusive governance in their own work.
CIVILIAN COORDINATOR FOR TRAINING in SECURITY SECTOR REFORM (CCT-SSR)
From October 2019 to July 2020, DCAF-ISSAT conducted a “Training Requirements Analysis” (TRA) for the European Union “Civilian Common Security and Defense Policy” (CSDP) missions in partnership with the Swedish Folke Bernadotte Academy and on behalf of the European Security and Defence College (ESDC) Executive Academic Board on SSR (EAB-SSR). The final report, endorsed by the EU Coordination Training Group and EU Member States in March 2021, recognizes key gaps and recommendations to EU member states to improve their support to security and justice advisors, including opportunities regarding talent retention and deployment systems.

Evaluation of the Swedish Police Programme in Moldova
ISSAT has been requested to conduct an evaluation of the Swedish Police Programme in Moldova. The evaluation is the fourth evaluation of the SPA projects (previously Serbia, Liberia, Albania) and aims to review the extent to which the project remains relevant in the changing context and whether it is on track to achieve the expected outcomes by end 2020. The project is supporting the Moldovan Police in developing a concept for community policing, basic tactics, and financial crimes.
Joint Donor Middle East Mapping
In conflict-prone regions such as the Middle East where conflict trends seem to be cyclical and undermine long-term reform efforts and institution building, security sector reform (SSR) is perceived to be a risky endeavour. However, SSR has been repeatedly anchored in international policy and programming as a prevention tool that aims to build institutional and community resilience. Building legitimate, representative security and justice institutions has been linked to contributing to consolidating peace. As a result, such contexts sometimes witness a surge in SSR programming without shared knowledge of what has been achieved and where are the gaps.
This can lead to duplication of efforts and burdening of national actors. Joint mappings of donor-supported reform programmes should facilitate coordination amongst donors, stronger alignment with national strategies and visions and facilitate a higher contribution to aid effectiveness.
ISSAT will continue to facilitate multi-donor mappings to enable greater coordination in contexts of shared interest by its Governing Board Members and help maximise the overall impact of donor engagement in reforming countries.
ISSAT’s support is requested to conduct a mapping study of SSR programmes ongoing in 4 countries in the Middle East (Lebanon, Jordan, Yemen and Iraq). The mapping will look at security and justice reform programmes including access to justice and legal empowerment. It will also look at emerging thematic area support, including accountability, prevention of violent extremism, migration and other context specific challenges.
