As part of the United Nations Development Programme (UNDP) Global Program series of evaluation, UNDP mandated ISSAT to conduct an evaluation of the joint programme (UNDP-MINUSCA) in support to the ordinary justice in CAR. The evaluation aims at enabling UNDP and its partners to gain an overall understanding of the strategy, relevance, Monitoring and Evaluation, efficiency, effectiveness, sustainability and national ownership of the joint programme. At the global level, this will feed into the evolving practices of United Nations joint programmes. In CAR, the results of the evaluation will enable the UN system and its partners to build on the programme's successes and learn from its failures to move into a new phase of support to the rule of law, providing better justice and security for the population.
