The Diplomatic Institute to the Minister of Foreign Affairs was established on 23rd September 2003 by a Decree of the Council of Ministers with the primary objective of implementing policies and conducting activities which enhance the knowledge and skills of diplomatic officials and all representatives of the public administration, involved in the shaping and implementation of Bulgarian foreign policy.
The South-West University "Neofit Rilski" was opened as a branch of Sofia University "St. Climent Ohridski" in 1975. In 1983 it becomes separate entity under the name Higher Pedagogical Institute. With an act of the People's Assembly of the Republic of Bulgaria in 1995 its name is changed to South-West University. The name of the great enlightener Neofit Rilski is given to the University.
