Support to the strategic development of UN DPO OROLSI’s regional engagement in the Sahel
At the request of the Assistant Secretary-General for Rule of Law and Security Institutions, OROLSI seeks to establish a comprehensive approach to strategically and operationally strengthen rule of law and security institutions. Burkina Faso, Mali and Niger have been identified as priority countries. The objective of OROLSI’s engagement in those three priority countries is to provide strategic advice and technical support complementary to existing strategies and frameworks by drawing on specialist expertise available in OROLSI and its partners, within the Global Focal Point for Rule of Law arrangement.
In this regard, OROLSI sought the support of ISSAT/DCAF to jointly and gradually develop the regional engagement in the Sahel, starting in three priority countries (Mali, Niger and Burkina Faso), and building on OROLSI’s experience and expertise in MINUSMA and UNOWAS. The objective of ISSAT’s support is to analyze the key findings of previously conducted assessments, map relevant existing frameworks by international partners and identify gaps in areas under OROLSI purview. This analysis and mapping shall lead to the development of tailored recommendations on how OROLSI can complement those frameworks and address identified gaps including through the implementation of programmatic activities in this region.

Support to the S&J component of the EU-UN-World Bank assessment on Burkina Faso
ISSAT has been requested by the EU and the UN to support in undertaking a joint assessment on security and rule of law in Burkina Faso. The main purpose of this assessment was to identify the basic and most urgent needs of the population and inform future government and international donors support. It will also help the government inform the longer-term security and justice reform processes and aim to deliver better services to its population.
Mission exploratoire au Burkina Faso
La mission principale aura pour objectif d’approfondir différents thématiques considérés comme prioritaires dans le cadre des réflexions en cours au Burkina Faso pour la modernisation des secteurs de la sécurité et de la défense. Ces thématiques, discutées avec la délégation de l’UE et le PARSIB (projet ENABEL) lors d’une séance de restitution de la mission exploratoire, sont :
- L’analyse de l’ensemble du processus de contrôle externe au dispositif de sécurité, de justice et de défense.
- L’analyse du fonctionnement de la gestion des finances publiques dans les secteurs de la sécurité, la défense et la justice.
- L’analyse des questions de personnels des institutions de défense (armée de terre et gendarmerie), les aspects RH, les valeurs partagées, les dynamiques de la modernisation de la gestion, la féminisation.
L’analyse de ces trois thématiques s’appuiera sur les principes de la méthodologie mise en place dans le cadre du présent projet confié par le FFU au DCAF-ISSAT, c’est-à-dire l’utilisation du socle de référence et de la grille d’analyse.
Cette analyse s’appuiera aussi sur les principes clés d’une réforme institutionnelle placée dans le cadre de l’approche GSS/RSS, portant notamment une attention soutenue aux questions de pilotage politique, au contrôle démocratique, à l’efficience budgétaire, à la coordination des activités, à la durabilité des effets, aux comportements des agents relevant des FDS vis-à-vis de la population bénéficiaire de leurs actions.
