The French Ministry of Foreign Affairs and International Development and the European Union with the support of DCAF/ ISSAT, will conduct an Advanced Level 2 training on SSR in French from 15 to 19 May 2017 in Beirut. The training is aimed at those working directly on SSR support programmes or those supporting SSR through bilateral, regional or multilateral missions in countries where SSR is an important political issue.

Besides the French representatives of the central administration ( MFA, security agencies ) and diverse attachés from Embassies of  Mena area and EU representatives working in the field of security and development, the training will also bring together participants of Lebanese security institutions and others, invited by France, coming from beneficiary countries.

Specific objectives for the training include:

•             Refresh participants’ knowledge on the  concepts and characteristics of SSR;

•             Place SSR within the international and national contexts, and explain how the context impacts on the approach to be taken;

•             Build a practical understanding around the key characteristics (1-2-3) of SSR based on debate and discussions,  exercises and case studies;

•             Draw on SSR knowledge to identify key lessons from practical SSR experiences

The IHEDN (Institut des Hautes Etudes de la Défense Nationale) the French interdepartemental training center on security, defense  political and strategical issues is organising a sensitization/training cycle on JSSR between 27 – 29 October 2016, in Brussels, within the framework of ESDC.

The training, intended for representatives of European Member states, will be focussed on the EU’s JSSR approach. The educational approach will be both theoretical and practical, based on cases studies and lessons learned.

The main objective of the workshop is to deliver an overview of the key SSR policies, principles and actors and how to adapt them within an EU mission’s context.

A part of the session will be devoted to a current case study underlining the concrete difficulties to implement the mentioned principles in the field.

Le ministère français des Affaires étrangères et du Développement international (MAEDI), en collaboration avec le ministère néerlandais des Affaires étrangères ont organisé une formation avancée sur la réforme du secteur de la sécurité (RSS). La formation s’est tenue à Tunis du 19-23 septembre 2016 et a réuni 23 stagiaires dont des représentants civils et militaires de l’administration française et néerlandaise travaillant dans la région ou dans leurs sièges respectifs ainsi que des représentants de l’Union européenne et des Nations Unies. Des stagiaires des pays bénéficiaires dont la Tunisie, le Liban, le Burundi, la Côte d’Ivoire et les Territoires Palestiniens y ont également assisté. La formation a été animée par des facilitateurs de l’Equipe internationale de conseil au secteur de la sécurité du Centre genevois pour le contrôle démocratique des forces armées (DCAF/ ISSAT).

La formation a été inaugurée par l’ambassadeur de France pour la Tunisie, S. E. Olivier Poivre d’Arvor et par l’ambassadeur des Pays-Bas pour la Libye, S. E. Eric Strating qui ont les deux souligné l’importance et le caractère particulièrement opportun d’une telle formation dans la région. En effet, il s’agissait de la première formation RSS menée dans la région Afrique du nord, Moyen-Orient par la France et les Pays-Bas. La formation a été clôturée par l’ambassadeur des Pays-Bas pour la Tunisie, S. E. Hans Van Vloten Dissevelt et le sous-directeur, chef de la mission de la gouvernance démocratique du MAEDI , M. Vincent Larrouze.

Les stagiaires ont abordé différents sujets tels que la bonne gouvernance, la chaine pénale, les questions relatives au genre, la réforme de la défense et les enjeux de la fonction de conseiller sous la forme d’études de cas, d’exercices de groupe et de simulations. Les approches RSS de la France, celle des Pays-Bas ainsi que le rôle de l’Organisation internationale de la francophonie dans la RSS ont en outre été exposés. Des études de cas sur la RSS au Mali, au Burundi et en Libye ainsi que les activités RSS de l’Union européenne en Tunisie ont également été présentées. La diversité et l’expérience des stagiaires ont favorisé les débats et le partage d’expériences.

A l’issue de la formation, 95% des stagiaires ont salué son utilité. C’est dans la même proportion qu’ils ont déclaré qu’au terme de cette semaine, ils avaient une meilleure compréhension de la RSS. Les stagiaires ont également mis en exergue la méthode d’animation et la méthodologie interactive de la formation. Les témoignages personnels, aussi bien ceux des formateurs, ceux des intervenants et des stagiaires ont été particulièrement appréciés. Parmi les recommandations émises pour l’avenir, les participants ont indiqué,  plus d’études de cas et une plus longue durée de formation.
