The Department of Justice and Regulation is responsible for managing offenders in accordance with national and state legislation. Australia is also a signatory state of the 1948 U.N Declaration of Human Rights, therefore it is committed to internationally recognized standards for incarcerated individuals.

It lists among its aims - addressing offenders negative behaviors and encouraging meaningful positive change. This can only be achieved, however, by maintaining a safe and secure working environment for staff and offenders to coexist.
