Request for Proposals – Conflict Transformation Trainer

Location: Agadir, Morocco
Application Deadline: 11/04/2019 23:00

Interpeace is an international organization for peacebuilding, headquartered in Geneva, Switzerland. Its aim is to strengthen the capacities of societies to manage conflict in non-violent, non-coercive ways by assisting national actors in their efforts to develop social and political cohesion. Interpeace also strives to assist the international community (and in particular the UN) to play a more effective role in supporting peacebuilding efforts around the world through better understanding and response to the challenges of creating local capacities that enhance social and political cohesion.

Over the last decade, relations between authorities and civil society have grown increasingly complex in Morocco. Pending faster legal implementation of the 2011 liberal reforms, citizens have turned away from traditional political parties and NGOs, previously perceived as the main mediators and interlocutors in discussions with the government. Instead, many have turned to social media and new figures of online activism to get their political and social messages across. This trend was confirmed during the Hirak , a social protest movement deployed across Morocco in 2016 and 2017. This event highlighted the polarization between the government and some union movements around sensitive socio-economic issues, and the need to jointly define new mechanisms for dialogue. In a context of social unrest and reduction of civic space, Moroccan civil society groups need to promote constructive dialogue with the regime while ensuring their role as counter-powers.

It is within this context that Interpeace has developed an initiative aimed at enhancing social dialogue in Morocco through strengthening the capacities in conflict transformation of a selection of Civil Society Organisations (CSOs). More concretely, the project aims to 1) increase their knowledge, skills and integration of key conflict transformation approaches and tools in their practice; 2) enable them to develop a mutual understanding of their respective actions and increase their levels of collaboration; and 3) help them engage in a constructive dialogue with Moroccan authorities.

To do so, Interpeace will facilitate trainings and workshops for the actors involved in the project to meet, share experiences and learn from each other. Interpeace will also work with each of these organizations to identify their challenges and key competencies to develop, both in organizational development and methodological and behavioural in conflict transformation, dialogue and facilitation.

Comprehensive Capacity Development: Moving Beyond Training as the Default

This publication questions the relevance of considering capacity development synonymous with training as knowledge transfer. It argues that, whilst capacity development can mean or include training, it should move beyond training as the default and include other activities such as building institutional capacities and engage with substantive and relational skills.
