The Foreign Service is responsible for Swedens relations with other countries. The task of the Foreign Service is to contribute to realising the Governments overall foreign policy objectives. The Ministry for Foreign Affairs is also responsible for coordinating Swedish foreign policy at the Government Offices.
IGAD National Training Workshop to Support Sudan in Formulating Security & Justice Sector Reform (SSR)
Following the submission of a comprehensive proposal for DCAF’s collaboration with IGAD’s Peace and Security Division and a successful pilot phase in 2019, IGAD’s Security Sector Programme (ISSP) has currently requested ISSAT to reinforce the capacity of their team delivering a five-day Training Workshop to support Sudan authorities in formulating S&J reform. This activity is part of the implementation of IGAD’s ongoing regional Peace and Security Strategy.
This support contributes to a strengthened African Peace and Security Architecture on SSR, as well as to improving IGAD’s assistance to its MS. This assistance incrementally builds the DCAF-IGAD partnership, contributing internationally to SDGs 5, 16, 17.
Following the submission of a comprehensive proposal for DCAF’s collaboration with IGAD’s Peace and Security Division, IGAD’s Security Sector Programme (ISSP) has requested ISSAT to reinforce the capacity of their team delivering a five-day Training Workshop on Formulating/Updating the SSR and DDR strategies for Somalia. This activity is part of the implementation of IGAD’s ongoing regional Peace and Security Strategy.
The aim of this mandate (in addition to incoming requests in 2019) is to pilot the envisaged collaboration with a view to better understand IGAD’s ISSP modus operandi, and to incrementally build the partnership contributing to deliver on SDG 16 and 17.
Training Workshop on Formulating/Updating the Security Sector Reform (SSR) and Disarmament, Demobilization and Reintegration (DDR) Strategies for South Sudan
The specific objectives of this national training workshop are:
· To train 38 officials from the relevant security and justice institutions on formulating and updating their comprehensive national SSR and DDR related Security strategies;
· To provide a platform for national and regional technical experts to jointly reflect on their SSR and DDR priority areas identified in their National Security Policies (NSP) and to further compare with AU and IGAD Peace and Security Policy Frameworks that have been formulated;
· To assess and review the existing related National Security Policies and Strategies; as well as respectively evaluate their implementation and key possible gaps;
· To explore ways for IGAD, AU and UN, on their complementary roles and responsibilities, to assist the State in updating and implementing its strategies and initiatives;
· To engage experts from national security institutions, AU and UN to jointly develop and update SSR & Reintegration strategies at the national level as they are interrelated, based on the identification of relevant local and national SSR & DDR stakeholders;
To enhance the required skills of participants and provide inspiration on the best practices of formulating and updating SSR & Reintegration strategies by involving resource persons with great wealth of experience and knowledge
Training workshop on the African Union Operational Guidance Note on Gender and Security Sector Reform
The overall objective of the workshop is:
(i) to create a platform of discussion among participants on the status (gaps and challenges) on gender mainstreaming in Defence and Security institutions at national levels of AU Member States and in Peace Support Operations (PSO), and
(ii) to sensitize and train participants on the utilization of AU Gender OGN to address identified issues.

This activity contributes to the implementation of IGAD’s ongoing regional peace and security strategy.
The aim of this mandate (in addition to incoming requests in 2019) is to pilot the envisaged collaboration with a view to better understand IGAD’s ISSP modus operandi , and to incrementally build the partnership contributing to deliver on SDG 5, 16 and 17.
The second Annual General Meeting of the Association for Security Sector Education and Training (ASSET) took place from 2-3 March 2010 in Manila, the Philippines. As Chair of the ASSET Coordinating Committee and host to the ASSET Secretariat, ISSAT attended the AGM and also assisted the host of the 2010 AGM- the Institute for Strategic and Development Studies (ISDS) – in preparations for the meeting.
Overall objectives of the meeting included:
- Reviewing ASSET activity report for 2009
- Reviewing and finalizing ASSET Strategy and Operational Procedures, including agreeing Training Guidelines as a precursor to establishing an accreditation process for SSR training course.
- Developing ASSET programme of work for 2010
- Presenting a new ASSET webportal
- Reviewing training material of ASSET members
- Exploring possibilities for joint training initiatives
As part of its efforts to increase the capacity of SSR training providers and in a bid to harmonise SSR training, DCAF/ ISSAT continues to play a lead role in ASSET.
Established in 2007, ASSET is an open and voluntary association of organisations engaged in SSR education and training. ASSET aims to support its members in the design and delivery of SSR training programmes and teaching materials. The second ASSET AGM served to consolidate operational procedures of the Association and to determine key activities for the coming year.
The third Annual General Meeting of the Association for Security Sector Education and Training (ASSET) took place from 7 - 9 March 2010 in Antigua, Guatemala. As Chair of the ASSET Coordinating Committee and host to the ASSET Secretariat, DCAF/ ISSAT attended the AGM and also assist the host of the 2011 AGM– Instituto de Ensenanza para el Desarrollo Sostenible (IEPADES) – in preparations for the meeting.
Overall objectives of the meeting included:
- review ASSET’s activity report for 2010
- develop ASSET’s programme of work for 2011
- review of training material of ASSET members
- explore possibilities for joint training initiatives
- further focus on regional topics related to SSR (South-America)
Moldova and EU aims to sign the Association Agreement in the summer of 2014, with the intention to make the EU association process irreversible. Important for further process of Moldovan integration to Europe is the Government’s ability to implement current national strategies, laws, reforms and EU standards related to the Association Agreement. Key reform lies under the responsibility of the Moldovan MIA where there is a need to strengthen the strategic management to facilitate above mentioned implementations and reforms.
Moldovan MIA has a broad range of tasks under its responsibility and works closely linked to the Police, combined they employ almost 18, 000 police officers and civilians.
- Management of migration and asylum issues
- Fighting organized crime, protection of the safety of society and the national security
- Fighting the increased cross-border criminality and police corruption
- Increase of and improvement of the cooperation between the Police and other law enforcement agencies
- Adjustment to the relevant international and European standards and best practices, etc.

Policy and Research Papers
The aim of the activities within the scope of this strategy is to contribute to strengthening the resilience of the Syrian population and of vulnerable groups in Syria's neighboring countries that are being severely affected by the conflict. The strategy will also contribute to strengthening democracy and gender equality and to greater respect for human rights in Syria and for refugees from Syria in neighboring countries. The strategy will apply to the period 2016–2020 and will comprise a total of SEK 1.7 billion.
The aim of Swedish international development cooperation is to create preconditions for better living conditions for people living in poverty and under oppression. Development cooperation will be based on the principles of aid effectiveness, and the new international agreements the international community agreed upon in 2015. The overall objective of the Strategy for sustainable peace is to contribute to the prevention of armed conflict, effective conflict resolution, sustainable peacebuilding, and state-building increased human security in fragile and conflict-affected states, and empowerment of women as well as of youth, children and other excluded groups in these situations. The strategy will apply between 2017–2022 and covers the funds allocated in the appropriation directions of the Swedish International Development Cooperation Agency (Sida) and the Folke Bernadotte Academy (FBA) for each budget year.
