Secondly, it looks at the current state of the military and (to a lesser extent) other security forces, considering recruitment issues, indiscipline, impunity, factionalisation, civil-military relations and life
in the armed forces. Thirdly, it considers the efforts at army reform and lays out a way to make them succeed.
