Under the 2013 programme ‘Building African Union Capacities in Security Sector Reform’, the African Union Commission (AUC) has produced a number of SSR Operational Guidance Notes (OGN) and other policy documents to support the implementation of the AU-SSR Policy Framework. Amongst these is the OGN on “code of conducts for African security institutions” which requires priority dissemination given the recommended setting-up of normative frameworks by Member States.
In addition, the AUC is currently on an advanced stage in the process of development of two important PSO policy tools, namely i) AU Policy on Code of Conduct and Discipline in Peace Support Operations and ii) AU policy on prevention and response to sexual exploitation and abuse for Peace Support Operations.

Intended immediate outcomes of mandate
Against this background, the AUC planned a “Training and sensitization workshop on the Operational Guidance Note (OGN) on code of conducts for African security institutions” in Addis Ababa.
- The Participants are trained and sensitized on the elaboration of code of conducts for national security institutions as per the AU-PFSSR;
- Member States and RECs are engaged to apply the AU OGN on Code of Conducts to reinforce current standards for African defence and security institutions;
- The participants are updated on the development of the Code of Conduct and Discipline in general and on Gender specifically for PSOs
Proposals to address the identified gaps in the code of conducts for African security institutions and PSOs are formulated and adopted
