Sensitisation training on SSR for EU and NATO

The Dutch Ministry of Foreign Affairs has requested the support of ISSAT to organise a 2-day sensitisation briefing on SSR for EU, NATO - with a specific focus on the role of the military. The briefing will take place from 1-2 June in Brussels at the Permanent Representation of the Netherlands to the EU, and bring together approximately 20-30 representatives from the EU, NATO and perhaps some member states - including Dutch ministries.

Through a combination of practical, hands-on exercises, this course will aim to enhance the skills, capacity and strategic thinking of participants on SSR principles through the sharing of views and experiences related to SSR. It will highlight issues such as the principles and characteristics of SSR, enhancing governance and oversight of security and justice institutions, the linkages between justice and police reform and sustainable capacity building.

Key objectives of the course include:

  • Building a practical understanding around the concept and key characteristics (1-2-3) of SSR, based on debates and discussions, exercises and case studies;
  • Improving the understanding on the interlinkages between the various components of SSR, including justice, police and defence reform;
  • Exploring opportunities for adopting a comprehensive approach to SSR within and between key international actors;
  • Engaging in dialogue and experience-sharing with fellow participants, facilitators and external experts.

Outcome objectives of mandate

Next to the below mentioned specific course objectives, participants will be able to more effectively support SSR programmes on the ground and/ or provide timely and effective support to those who do. In addition, they have a better idea of the military role in the context of SSR also related to "Capacity building for security and development" (CBSD).
