Sensitization workshop on DDR and SSR : « sharing lessons learned and good practices »

AU mandate in Mali 01.02.2019. - 31.03.2019.

As part of its annual programme of work, the Commission of the African Union (AU) is supporting the Government of Mali through its Mission in Mali and in the Sahel (MISAHEL) to organize a Sensitization workshop on Disarmament, Demobilization and Reintegration (DDR) and Security Sector Reform (SSR): “Sharing lessons learned and best practices” on 5-7 March 2019, in Bamako. 


The objective of the workshop is to identify the current progress and challenges of the accelerated DDR process; to discuss issues of integration and national frameworks to support the existing processes and promote best practices, and experience sharing from other Member States whom have undergone similar experiences.


Given the AUC-DCAF JDI on SSR collaboration, DCAF has been asked to support the AUC DSD and the MISAHEL during the workshop. The following DCAF assistance is envisaged:

  • Attend the workshop to share experiences;
  • Stand-in as panel facilitators and speakers in specific sessions, according to the final programme

Two SSR experts (one from ISSAT, one from SSAD) will take part in the workshop.  

DCAF’s support involves collaboration between SSAD and ISSAT, with the latter leading the DCAF team.

Bien que 60% des pays sortant d’un conflit et fragilisés soient francophones, il y a très peu d’information disponible en français sur la réforme du secteur de la sécurité (RSS). En outre, seul le site Internet du DCAF-ISSAT est (partiellement) disponible en français et dédié à la RSS. Les commentaires de  certains de nos membres du « Comité de direction », de membres de notre « communauté des praticiens », de même que ceux que nous recevons à l’issue de nos formations avancées sur la RSS font apparaitre qu’il existe une demande non satisfaite en matière de ressources disponibles en français, particulièrement s’agissant des outils, des tendances, des défis et des bonnes pratiques de la RSS. 


Mappings of Donor Support to SSR in Nigeria and Mali

Germany mandate in Mali, Nigeria 01.07.2016. - 31.12.2016.

ISSAT, jointly with Germany, will develop comprehensive mappings of donor support to SSR in Nigeria and Mali. In Mali, the mapping will focus on the criminal justice chain, including accountability. In Nigeria, the mapping will look at both the security forces and the criminal justice chain, also including accountability. With the aim of further building German SSR capacity, a joint Germany-ISSAT team will develop the methodology and undertake the mappings.

The methodology will be finalised during a one/two-day workshop at ISSAT in Geneva. This will be followed by a desk review and telephone interviews, exploiting ISSAT’s network across bilateral donors and multilateral actors, and building on already existing material. The findings will then be consolidated with a 10-day field mission to each country that will involve donors, implementing partners of SSR projects and international NGOs, as well as national institutions of the security and justice sector, including relevant ministries. The subsequent reports will then be shared by the joint Germany-ISSAT team across the international community active in the countries through an in-situ workshop that could also include discussions on how to further consolidate international support. 


EU SSR Comprehensive Approach Training

EU mandate in Belgium, Mali 21.09.2015. - 21.05.2015.

This one day Training Course on Fragility, Security and Development in the context of EU external action is organized by the EU Commission's Directorate-General for International Cooperation and Development (DG DEVCO) Fragility unit. It will take place in Brussels from 19 to 21 May 2015. The first day will look at increased potential and ambition – the EU Comprehensive Approach; the second will focus on the EU comprehensive approach in practice – EU instruments; and the third day, presented by ISSAT, will discuss the Comprehensive Approach and Security Sector Reform. The EU has asked ISSAT to cover the case of Mali.

The training should help practitioners working in the field of security and development cooperation to develop an accurate understanding of the institutional set-up of the EU and the relevant operating procedures and become familiar with the complementary roles played by different policy instruments and different actors.


EU SSR Policy - Country case studies Mali, DRC and Ukraine

EU mandate in DRC, Mali, Ukraine 13.09.2015. - 11.03.2016.

The Council Conclusions of 18 May 2015 launched the process of reviewing the EU SSR policies by mid-2016 with the aim of developing an EU-wide strategic framework for supporting SSR. Within this timeframe a certain number of steps needed to be carried out to take stock of where the EU stands in terms of SSR. These included what are the main lessons identified over the last decade, what has been learned and how could the good practices be integrated and bring added value to future EU support to SSR processes in partner countries.

This mandate was to support the EU in this stocktaking exercise, focusing on the analysis of three countries where the EU has supported SSR processes: DRC, Mali and Ukraine. The main objectives were to:

1) capture recent and hands-on experience from EU support to SSR across the different regions of the world;

2) analyse what works/does not work; and

3) identify the good practices to inform the new EU-wide strategic framework on SSR
