Workshop on the review of policy relevance of the Common Effort civil-military exercise

Netherlands mandate in Netherlands 01.03.2020. - 01.06.2020.

Common Effort training aims at creating a strategic knowledge platform for developing comprehensive approaches toward building effective interaction and cooperation between civil and military organizations in order to address the multiple dimensions of fragility and conflict.

Common Effort 2020 will focus on the five subjects below:

 

1- Expert Group on G5 Sahel Joint Force – Justice Nexus

2- Expert Group on Trust, Human Rights, Gender, and Dialogue

3- Expert Group on Development and Security in fragile border areas

4- Expert Group on Engaging Youth for Security

5- Expert Group on Narrative Management (The Creation and Influence of Narratives and Counter-Narratives)

DCAF-ISSAT to participate in preparation meeting on 11 and 12 March 2020 and later contribute and facilitate through interactive, panel-based sessions a strategic (and regional) SSG/R perspective into the programme.

CIVILIAN COORDINATOR FOR TRAINING in SECURITY SECTOR REFORM (CCT-SSR)

Germany, Netherlands, Sweden mandate in EU 15.10.2019. - 01.03.2021.

From October 2019 to July 2020, DCAF-ISSAT conducted a “Training Requirements Analysis” (TRA) for the European Union “Civilian Common Security and Defense Policy” (CSDP) missions in partnership with the Swedish Folke Bernadotte Academy and on behalf of the European Security and Defence College (ESDC) Executive Academic Board on SSR (EAB-SSR). The final report, endorsed by the EU Coordination Training Group and EU Member States in March 2021, recognizes key gaps and recommendations to EU member states to improve their support to security and justice advisors, including opportunities regarding talent retention and deployment systems.

ISSAT support to reviewing the Netherlands’ Civilian Mission Expert Pool

Netherlands mandate in Netherlands 02.09.2019. - 31.03.2020.

DCAF-ISSAT has been requested by the Dutch MFA to undertake a review of their civilian mission expert pool with the central question to determine experiences, lessons learned and recommendations of the added policy value of the “civilian mission expert pool”.

The review is going to produce recommendations as to how the relevance of the expert pool can be increased in terms of informing policy making, achieving policy objectives and influencing policy implementation.

Support to operationalization of the Netherlands Whole-of-Government Approach for SSG/R engagement

Netherlands mandate in Netherlands 01.09.2019. - 01.02.2021.

We have been requested to support the Programme Delivery Division in DSH bringing together various parts of the Dutch government engaged in SSG/R to create a shared understanding of SSG/R and to reflect on how to operationalize the Whole-of-Government Approach for the SSG/R engagement. This should ultimately facilitate the implementation of the DSH SSG/R strategy, applying an integrated approach which includes the Security Policy Department (DVB) as well as other relevant departments within the MFA, relevant parts of the Ministry of Defense and the Ministry of Security and Justice.
