UN/AU Transition in Darfur-Lessons Identification on Rule of Law and Human Rights Assistance

The United Nations - African Union Hybrid Operation in Darfur  (UNAMID) has requested DCAF-ISSAT to lead a joint lesson identification on the support provided by the Mission and the United Nations Country Team through the State Liaison Function (SLF) modality in the areas of rule of law and human rights, in the framework of Mission transition in Darfur. This collaborative project between UNAMID, DCAF-ISSAT, OROLSI, OHCHR, and the DPPA-DPO-UNDP Joint Transition Project will document good practice, lessons and innovation deriving from the implementation of the  SLF as a new programmatic tool to operationalize a whole-of-system transition. The latter aims to contribute towards sustainable solutions to the critical drivers of conflict in order to avoid relapse, and recognises the need for an inclusive strategy, therefore fostering engagement of the Government, the United Nations country team, civil society partners and international actors to prepare for UNAMID’s envisaged exit.

Sudan Police Scoping Mission

In May 2018, the former Foreign Minister of the Republic of Sudan, Prof. Ibrahim Ghandour, asked Switzerland for assistance in the field of SSR. Following an exploratory mission by the Human Security Division (HSD) in March 2018, it was decided that Switzerland should assess potential support to the Sudanese Police Forces (SPF) within the context of existing Swiss migration assistance frameworks. The support would focus on fostering Sudan’s willingness to tackle some systemic challenges with regard to respect for international human rights and humanitarian law within its police and security forces. At the same time, it would represent a further step towards building up a constructive and enduring relationship between Switzerland and the Sudanese government. 

As a result, ISSAT was requested to undertake an initial scoping mission to gauge potential challenges and opportunities for support to reform of the SPF. This would include the subsequent development and delivery of a two-day sensitisation on SSR for selected Sudanese Police and Ministry of Interior personnel should the context be conducive.

SSR and Violent Extremism Training Course development project

The objective of the mandate is to develop and run a face-to-face training course on SSR and VE in French and in English, with the expectation that these would then be run on a yearly basis (one of each), potentially in field locations in order to maximise their accessibility for practitioners. 

The anticipated outcomes of the development and delivery of the SSR and VE trainings are:

  1. 1.         Enhanced implementation of VE-related activities within broader SSR contexts;
  2. 2.         Enhanced understanding, competence and effectiveness of staff engaged in wider VE-related and SSR-related programming;
  3. 3.         Personnel more effectively able to engage with local, national, regional and international actors and relevant good practice in supporting SSR and VE-related SSR activities;
  4. 4.         Contribution to a coherent and operationally focused continuous professional development approach for military, police and civilian personnel engaged in SSR and VE-related activity;

In practical terms, increasing the capacity and capability of relevant staff in these fields, will improve the quality and relevance of specialist SSR training, which in turn will lead to more effective technical programming, support and implementation of preventative programmes in region.
