Analysis of French SSR projects in West Africa

In 2014, the French Ministry of Foreign Affairs (MFA) requested DCAF to make a mapping of national government Departments and state agencies in charge of SSR programmes in the world. The written report brings up very different stances from the staff involved, including questions about the concrete difficulties in applying all the SSR principles, as well as the lack of coordination between Departments in both the preparation and implementation of their projects.

To deepen the results of this first work, the MFA has decided to confirm some of its conclusions through an analysis of actual projects that France has carried out in the long-term in different countries.

Outcome objectives of mandate

DCAF/ISSAT has been requested by the French authorities to conduct an analysis of SSR projects set up all other the world by the different national MFA Directorates and French agencies, essentially focusing on West Africa.

The main objectives of the mandate are to:

 -analyse the strengths and weaknesses of some of the major national SSR projects, to ensure that the conception, preparation and implementation are in line with the main SSR principles

- ensure the support projects are in convergence with the  political and strategic priorities of the considered countries

- identify and highlight any French specificities found in these SSR projects;

-  propose ways to improve the performance of the different projects implemented and their overall consistency.

The direct target audience will be the French Departments of MFA, MOJ, MOI, MOD, and States national agencies in charge to implement SSR projects. The indirect target audience will be the local Ministries and other State institutions in charge of security issues.
