DCAF-ISSAT/Interpeace Course on Effective SSR Advising in Complex Contexts - Geneva, Switzerland

Course description

To build on the experience of both institutions, and in recognition of the acute need for enhanced advising skills amongst those supporting national SSR processes, Interpeace’s International Peacebuilding Advisory Team (IPAT) and DCAF-ISSAT will jointly deliver a five-day Course on SSG/R and Effective Advising focusing on national and international experts delivering advising assistance to Security Sector Governance (SSG) and Reform (SSR) processes in ‘peacebuilding’ contexts, countries which are emerging from cycles of violence and/or polarization that need to undergo social, political and institutional transformations to consolidate peace. This proposed collaboration stems from a common desire within the two organisations to make their expertise on advising in the context of SSR through one common channel more redily available.

The course will provide guidance and tools to assist participants in analysing their own advising roles, better understand their contexts of operation, and apply key frameworks for capacity development, change and inclusive governance to their own work cases.

Overall course objectives

The course intends to:

  • Understand the challenges and opportunities for advising work in the context of the interaction between domestic and international actors in complex peacebuilding situations;
  • Facilitate a nuanced understanding of the links between the three critical levels conditioning performance in advising functions: the personal/interpersonal; the professional/technical; and the socio-political;
  • Enhance advising skills and approaches required for effectively supporting SSG/R Advisors in their roles fostering institutional reform, in complex peacebuilding environments;
  • Identify key lessons and the latest trends from strategic and practical SSG/R Advising experiences;
  • Develop personal and professional soft skills, competence and aptitude needed to initiate, foster and support locally-led and implemented SSG/R strategies, in complex peacebuilding contexts.

 

Target audience

The primary target audience is senior uniformed personnel fulfilling a role as SSG/R advisors at the strategic level, who work in or on conflict-affected contexts. The course will also consider other senior practitioners and professionals – civilian, military and police personnel, as well as civil society representatives and professionals from the private sector – who are working closely on issues related to Security Sector Governance and Reform in advising capacities such as governance, rule of law, police reform, defence reform, justice reform, disarmament, demobilisation, and reintegration.

The course is also targeted at those involved in programming, programme management, mission conduct and planning, and/or in political /policy dialogue. The organisers intend to select a highly diverse group of participants in terms of professional and organisational background, experience level and nationality, as well as with regards to gender balance.

Training Event

Course on Disarmament, Demobilization and Reintegration (DDR)

The participants are expected to have an intermediate knowledge of peacebuilding mechanisms and/or structures, dynamics of internal armed conflicts, and a need or strong interest to learn about DDR. Invited participants are civil servants, diplomats, police, military personnel, academics and representatives from international and non-governmental organizations.

04 to 15/11/2019

In this ten-day course, the participants will explore the concept of DDR and gain a deep understanding of its role within the international peacebuilding architecture. Furthermore, the course will cover a number of DDR-related tools and tangent thematic areas. The course will cover nine thematic areas:

  • Introduction to DDR
  • DDR planning in practice
  • Security issues in DDR
  • Transition processes
  • Social issues in DDR
  • Political issues in DDR
  • Economic issues in DDR
  • DDR and political processes
  • A differentiated approach to DDR

Integration of a Gender Perspective in CSDP

The target group of the course is EU level personnel (including personnel from EU member states, European External Action Service, and EU missions and operations), both civilian and military, who wish to strengthen their capacity to integrate a gender perspective in their work.

The Folke Bernadotte Academy offers a course on gender integration in EU's CSDP (Common Security and Defence Policy) missions. The aim of the course is to enhance the capacity of personnel on the EU level to integrate a gender perspective on a day-to-day basis, by providing the necessary knowledge, tools and skills. The course will cover key concepts and an introduction to the policy framework on women, peace and security. It will also include methods for how to concretely implement work with a gender perspective at different mission levels and phases. The target group of the course is EU level personnel (including personnel from EU member states, European External Action Service, and EU missions and operations), both civilian and military, who wish to strengthen their capacity to integrate a gender perspective in their work. Deadline for application: 18/08/2019.

Women, Peace and Security e-learning

Duration

30 October - 10 December

This e-learning course provides participants with an understanding of how a gender lens is critical to all elements of peacebuilding, conflict resolution and recovery work, initiatives and policy. It outlines the normative framework around women’s rights and peacebuilding, security sector governance, approaches to transitional justice, security policy making and awareness raising on women’s and gender issues. This course uses weekly case studies to illustrate how the normative framework has been put into practice in different regions of the world. Finally, the course takes a critical look at the implementation of the women, peace and security resolutions, including gaps that that make a comprehensive, realistic and effective response to gender, peace and security issues challenging in field as well as in the global discourse. Participants will critically analyse international interventions on peace and security from a women’s rights perspective. Registration deadline: 01 September 2019.

While most acknowledge that the influence and impact of changing media and communication on governance outcomes is growing, the degree to which new media landscapes are contributing to more informed, peaceful and accountable societies remains in question.  For some, increasingly networked young, educated and information-empowered global citizens have the potential to be democratically, socially and economically transformative.  For others, increasingly fragmented and co-opted media and communication environments are driving political polarisation, extremism and violence.

Implementation of the UN Security Council Resolutions on the Women, Peace, and Security Agenda in Africa

In October 2000, the UN Security Council unanimously adopted resolution 1325- a turning point in understanding and recognizing the role of women and girls in addressing the issues of peace and security. The resolution was followed by six additional Security Council resolutions, including SCRs 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2106 (2013), and 2122 (2013). The purpose of this course is to raise awareness about the importance of these UN SCRs; to build capacities for their implementation; and to promote their sustainable implementation at the regional and national levels.

Gender Inclusivity in Peacebuilding: Micro course

Duration

3 hours

This online course explores the impact of conflict on gender identity, norms, and roles and how gender equality can create transformative opportunities for peace. By the end of this course, participants will be able to understand the diversity of gender identities. The will learn how gender roles are affected by unexpected or prolonged violence in society, explore the varying approaches and current practices toward ensuring gender inclusivity in peacebuilding activities, and examine international frameworks and national policies that promote gender equality and women's empowerment.

Sexual Violence in Conflict Settings & Emergencies

Sexual violence is widespread in conflicts and emergencies, and can do lasting harm to men, women, children, LGBT people, persons with disabilities, and other vulnerable groups. Developed with expert input from ICRC, MSF, UNHCR, UNFPA, Physicians for Human Rights and Handicap International, CERAH's intensive one-week course gives emergency program managers the critical analysis and practical tools they need to design, implement and evaluate multidisciplinary programs to prevent and respond to sexual violence. The course is offered in Geneva and once a year, the course is offered in Uganda, where course participants meet and hear from community groups about their needs.

Paix et sécurité en Afrique Francophone

La formation « paix et sécurité en Afrique francophone » apporte des éclairages sur les principales crises et propose des réponses originales aux défis posés par les problématiques de paix et de sécurité sur le continent africain.

La formation permet d’acquérir des connaissances fondamentales mais aussi des savoir-faire, par exemple liés à la gestion d’une crise, aux opérations de maintien de la paix (OMP) ou encore à la réforme des systèmes de sécurité (RSS), afin de doter la formation d’une dimension technique et professionnalisante pour renforcer une culture de la paix tenant compte des réalités africaines.

ESDC Core (Advanced) Course on Security Sector Reform (SSR) - FINCENT, Finland

This 5-day ASSR residential course runs in collaboration between DCAF-ISSAT, FINCENT and the ESDC, aims to enhance the skills, capacity and strategic thinking of participants on SSR principles through the sharing of views and experiences in SSR trends and practice. It will highlight issues such as the principles and characteristics of SSR, enhancing governance and oversight of security and justice institutions, the linkages between justice and police reform and the development of national security strategies. The course will also develop soft skills and will focus on the role of an SSR advisor. The course also develops soft skills and will focus on the role of a SSR advisor. Focusing on practical exercises, case studies and role plays, this intensive course helps participants understand the challenges relating to SSR and helps elaborate possible solutions to common roadblocks.

At the end of the training participants will be able to:

  • Apply analytical and problem-solving skills to consider SSG/R challenges in a specific context,
  • Translate into practice the learning acquired to effectively improve how their institutions support SSR/G in the field.
  • Build a practical understanding around the concept and key characteristics (1-2-3) of SSR, based on debate, discussion, exercise and case studies;
  • Enhance skills required for effectively supporting SSR programmes;
  • Examine various aspects of SSR including justice, police and defence reform and the interlinkages between these components;
  • Identify key lessons and latest trends from practical SSR experiences;
  • Engage in dialogue and experience sharing with fellow participants, facilitators and external experts.
