SSR and Violent Extremism Training Course development project
The objective of the mandate is to develop and run a face-to-face training course on SSR and VE in French and in English, with the expectation that these would then be run on a yearly basis (one of each), potentially in field locations in order to maximise their accessibility for practitioners.
The anticipated outcomes of the development and delivery of the SSR and VE trainings are:
- 1. Enhanced implementation of VE-related activities within broader SSR contexts;
- 2. Enhanced understanding, competence and effectiveness of staff engaged in wider VE-related and SSR-related programming;
- 3. Personnel more effectively able to engage with local, national, regional and international actors and relevant good practice in supporting SSR and VE-related SSR activities;
- 4. Contribution to a coherent and operationally focused continuous professional development approach for military, police and civilian personnel engaged in SSR and VE-related activity;
In practical terms, increasing the capacity and capability of relevant staff in these fields, will improve the quality and relevance of specialist SSR training, which in turn will lead to more effective technical programming, support and implementation of preventative programmes in region.
IGAD National Training Workshop to Support Sudan in Formulating Security & Justice Sector Reform (SSR)
Following the submission of a comprehensive proposal for DCAF’s collaboration with IGAD’s Peace and Security Division and a successful pilot phase in 2019, IGAD’s Security Sector Programme (ISSP) has currently requested ISSAT to reinforce the capacity of their team delivering a five-day Training Workshop to support Sudan authorities in formulating S&J reform. This activity is part of the implementation of IGAD’s ongoing regional Peace and Security Strategy.
This support contributes to a strengthened African Peace and Security Architecture on SSR, as well as to improving IGAD’s assistance to its MS. This assistance incrementally builds the DCAF-IGAD partnership, contributing internationally to SDGs 5, 16, 17.
Training Workshop on Formulating/Updating the Security Sector Reform (SSR) and Disarmament, Demobilization and Reintegration (DDR) Strategies for Sudan
The specific objectives of this national training workshop are:
- To train 38 officials from the relevant security and justice institutions on formulating and updating their comprehensive national SSR and DDR related Security strategies;
- To provide a platform for national and regional technical experts to jointly reflect on their SSR and DDR priority areas identified in their National Security Policies (NSP) and to further compare with AU and IGAD Peace and Security Policy Frameworks that have been formulated;
- To assess and review the existing related National Security Policies and Strategies; as well as respectively evaluate their implementation and key possible gaps;
- To explore ways for IGAD, AU and UN, on their complementary roles and responsibilities, to assist the State in updating and implementing its strategies and initiatives;
- To engage experts from national security institutions, AU and UN to jointly develop and update SSR & Reintegration strategies at the national level as they are interrelated, based on the identification of relevant local and national SSR & DDR stakeholders;
- To enhance the required skills of participants and provide inspiration on the best practices of formulating and updating SSR & Reintegration strategies by involving resource persons with great wealth of experience and knowledge
Danish Training Course on Security Sector Reform
The Danish Ministry of Foreign Affairs requested ISSAT support to run a Training Course on Security Sector Reform (SSR) from 6-8 December 2011 in Copenhagen, Denmark.
The course brought together approximately 20 participants currently working, or planning to work on SSR, representing the Danish MFA, MoD and Defense Command.
Main objectives of the course included:
- Better understanding of the concept and evolution of SSR, including actors, concepts and principles;
- Understand the political nature of SSR and the challenges faced when ‘supporting’ SSR processes in conflict affected or fragile states;
- Develop the basic skills required to support SSR in post-conflict environments;
- Develop the basic skills required to coordinate SSR support programmes;
- Use concrete cases to build on lessons learned and apply concepts to practice.

and economic context in Mali, and based on this presents three
strategic objectives underpinning the future Danish-Malian
partnership, namely: 1) peaceful co-existence, stability and
security, 2) democratic and inclusive governance, and 3) inclusive
and sustainable economic growth. The paper will be used as
a guiding, strategic document for the entire Danish-Malian
partnership, including the bilateral development cooperation.
