IPI is dedicated to promoting the prevention and settlement of conflicts between and within states by strengthening international peace and security institutions. In this paper, I will analyze the connections between the multilateral debates and external agendas, on the one hand, and the implementation of rule of law strategies in the field, on the other. The first part of the paper will start with a brief historical overview of the emergence of international support for rule of law institutions and its progressive inclusion into conflict management strategies. I will then proceed with an analysis of the state of the multilateral debate and of the concept of ‘local ownership’, with a view to identify why rule of law programs still suffer from a lack of legitimacy at the multilateral and operational levels.
