SSR level 1 Training as part of the European Security and Defence College (ESDC) Core Course.
The Austrian Federal Ministry of Defence and Sports has requested ISSAT’s support to run the first part of an ESDC SSR training course from 20-28 September 2017. The course will be conducted by the Austrian Ministry of Defence and the Austrian Study Centre for Peace and Conflict Resolution (ASPR), in collaboration with ISSAT.
This international training programme will bring together approximately 25 to 30 participants from different ministries and governmental institutions, personnel serving in different international and regional organisations and international crisis response missions/operations as well as personnel from NGOs and Think Tanks.
The first part of the training will include components of the ISSAT’s Level 1 introductory training and will be delivered from 21-23 September. The entire ESDC Core course will run from 20-28 September 2017

An increased capacity and understanding of SSR issues, a greater awareness of the ground realities when supporting SSR programmes, and an increased awareness of the SSR programme cycle and how to manage SSR programmes.
Outcome objectives of mandate
The overall objectives of the training include:
- Introduce participants to the concept and evolution of SSR, including such issues as contexts, principles, programme areas and the highly political nature of SSR.
- Review the key policy frameworks and actors involved in SSR, with a special emphasis on the EU and the UN.
- Acquaint participants with key crosscutting issues in SSR programming such as oversight, gender and multi-actor coordination.
- Examine sub-sector reform processes targeting statutory and non-statutory security and justice providers from the perspective of the security sector as whole.
- Provide participants with opportunities to learn about SSR through a series of hands-on exercises in which they are exposed to many of the tools and techniques that SSR practitioners use on the ground.
The course will take place at the Austrian Study Centre for Peace and Conflict Resolution (ASPR) in Stadtschlaining, Austria.
