ESDC SSR seminar and board meeting
The ESDC SSR seminar was part of a series of meetings linked to the development and implementation of the "Joint Communication on Elements for an EU-wide strategic framework to support security sector reform" adopted 5 July 2016 and endorsed by the "Council conclusions on EU-wide strategic framework to support Security Sector Reform (SSR)" by the Council on 14 November 2016. The seminar was conducted in close cooperation with the EU SSR Task force.

On the 25th September 2018, DCAF-ISSAT did a presentation on the integrated SSR-VE course under development during the discussions on the EU-wide strategic framework on SSR and implications for training.
Sensitisation training on SSR for EU and NATO
The Dutch Ministry of Foreign Affairs has requested the support of ISSAT to organise a 2-day sensitisation briefing on SSR for EU, NATO - with a specific focus on the role of the military. The briefing will take place from 1-2 June in Brussels at the Permanent Representation of the Netherlands to the EU, and bring together approximately 20-30 representatives from the EU, NATO and perhaps some member states - including Dutch ministries.
Through a combination of practical, hands-on exercises, this course will aim to enhance the skills, capacity and strategic thinking of participants on SSR principles through the sharing of views and experiences related to SSR. It will highlight issues such as the principles and characteristics of SSR, enhancing governance and oversight of security and justice institutions, the linkages between justice and police reform and sustainable capacity building.
Implementing EU SSR Framework
ISSAT facilitated a dialogue for EU member states and expert community to discuss how to support the new EU wide strategic framework implementation which was endorsed on 14th November by the Foreign Affairs Council (FAC). In working sessions MS discussed the possibilities to strengthen coordination and cooperation from their perspective in order to pursue comprehensive approach and more coherent SSR engagement. In the second session MS discussed the risks of SSR engagement, which will feed the elaboration of risk assessment methodology, as a concrete action for implementation of the SSR framework.
Defence Sector Reform (DSR) Expert Workshop
Building on the mechanism of the informal dialogue on Defence Sector Reform (DSR) established between the three organizations, the workshop aims to provide a platform for exchange among experts and practitioners from the UN, EU and NATO. The workshop also presents an opportunity to expand the dialogue to other actors in the area of DSR, in particular the African Union and the Economics Community of West African States (ECOWAS).
The workshop provides an opportunity to the appointed DSR focal points and relevant experts from partner organizations to identify practical challenges and possible approaches to enhance cooperation throughout the planning, implementation and monitoring of DSR support. This is intended to place the focus of the discussion on issues arising in practical cooperation, to ensure a more effective and efficient delivery of DSR in the field.
IHEDN – Sensitisation and Training on J SSR
ISSAT is invited to provide a team of 2 members to be part of three specific sessions
- a panel discussion on JSSR actors;
- a delivery of a SSR exercise in a EU context.
The main objective of the workshop is to deliver an overview of the key SSR policies, principles and actors and how to adapt them within an EU mission’s context.
A part of the session will be devoted to a current case study underlining the concrete difficulties to implement the mentioned principles in the field.
