ISSAT supported the Norwegian Ministry of Justice through 3 field deployments (Ukraine, Moldova, and Norway). In 2014 ISSAT supported a review of NORLAM which served as a basis for the current re-design of the programme. The Norwegian Ministry of Justice is currently in the process of setting up a potential NORLAU project which would be based on the NORLAM cross criminal justice chain approach.

Outcome objectives of mandate

ISSAT was requested to support the Norwegian Ministry of Justice in formulating a programme document for the Norwegian Rule of Law Advisers to Ukraine (NORLAU) programme and helping to revise the existing programme documents for the ongoing Norwegian Rule of Law Advisers to Moldova (NORLAM) programme.

 

ISSAT was asked to provide facilitation support in the area of planning, developing a theory of change, mapping entry-points for engagement, outlining challenges and opportunities for local ownership and sustainability of the programmes, developing risk analysis, and developing an exit strategy for the programmes.

As part of the mandate, ISSAT provided advisory support in the formulation of the project documents. The aim of ISSAT support was to ensure that a sound strategic approach to implementation was in place, based on local ownership and in line with SSR good practice.
