Advanced Level 2 Training on Security Sector Reform in the Hague

The five-day training will bring together approximately 25 participants from the Dutch government and its partners, NGOs, as well as EU staff from Headquerters and the field. Some representatives from beneficiary countries and/ or multilateral organisations will also attend. The course includes several modules covering topics such as the concept and policy framework of SSR, governance, police and justice reform, defence reform, as well effective advising. Special focus will be paid to the introduction of practical examples through case studies. Interactive co-learning methodologies and simulation exercises that encourage participants to share their own experiences will be used throughout the course.

Outcome objectives of mandate

The Dutch Ministry of Foreign Affairs, together with the EU will organise a five-day advanced training course on “Security Sector Reform (SSR)”, in the Hague, Netherlands from 17-21 October 2016. The course will be carried out in partnership with DCAF/ISSAT.


The advanced training is primarily aimed at those (policy makers, practitioners, military as well as civilian) who are working closely on issues related to  Justice and/ or Security Sector Reform or who are/ will be deployed in support of a bilateral, regional or multilateral mission in support of Justice or Security Sector Reform programmes.


The training will aim to  enhance the skills, capacity and strategic thinking of participants on SSR principles through the sharing of views and experiences in SSR trends and practice, which will contribute to enhance the effectiveness of their current work. Participants will be exposed to practical tools and techniques that they could use on the ground. Special focus will also be laid on developing skills for effective advising.
