Analysis of proposal for a Police Advisory Committee

The concept of creating a Police Advisory Committee (PAC) was included as a recommendation in the 2016 external review of the functions, structure and capacity of the UN Police Division. The intent of the structure was to address some of the representational and accountability issues associated with the lower profile nature of the police and justice elements of UN Peace Operations. UNPOL lacked a consistent formal advisory platform to engage with member states and promote the policing issues when required.

ISSAT support was requested:

  1. To conduct a desk-based review of existing literature relating to the Police Advisory Concept and the positioning of policing in the UN system.
  2. To conduct interviews to determine options to address issues with the representation and oversight of policing in the UN system, along with identifying levels of support and potential reform coalitions, from police contributing countries, including ISSAT’s governing board members.
  3. To Propose options for moving forward with PAC building on the findings of 1 and 2.

ISSAT’s support is requested to conduct a mapping study of SSR programmes ongoing in five countries in North Africa (Egypt, Morocco, Libya, Tunisia and Algeria). The study will map security and justice reform programmes including access to justice and legal empowerment. It will also look at emerging thematic area support, including accountability, prevention of violent extremism, migration and other context specific challenges. The intention of the mapping is to facilitate coordination and complementarity amongst donors, stronger alignment with national strategies and visions and facilitate a higher contribution to aid effectiveness.
This mandate is being implemented in close coordination with MENA and North Africa Division.
