SSR Reform Strategy Models

Dear colleagues,

The International Network to Promote the Rule of Law (www.inprol.org), received a query related to models for security sector reform governance strategies. The INPROL member is seeking models or examples, in addition to the OECD/Clingendael model. There is a quick turn around, but if anyone has any ideas, please feel free to post here or reach out to INPROL.

Dear Christina,

ISSAT has been collating and developing a variety of methodologies, models and tools for SSR. 

  • A resource on national security strategies is available in our Methodology section on Forumlate Vision and Strategy - this is in the private area of the site as it is still very much a work in progress, but members signed into our website can access it. We would be very interested in developing this work further and so if you are also interested please do get in touch
  • Our general methodology for Assessment is available with a variety of templates, resources and a Prezi overview
  • Similarly our Evaluation methodology is also available
  • Our Top 10 Programming Tools for Security and Justice Sector Reform gives a variety of tools which could be useful, including Results Based Management, Conflict Analysis, Stakeholder Analysis, and Gap Analysis. Further information on some other tools in the Top 10 are also available in the next two points below...
  • Capacity, Integrity, Sustainability (CIS) Framework - a very useful tool for looking at the viability and needs assessement of a security or justice institution
  • Effects Estimate - a tool that combined conflict sensitive approaches with risk management and measurement of effects
