The Federal Foreign Office represents Germany’s interests to the world. It promotes international exchange and offers protection and assistance to Germans abroad. With headquarters in Berlin and a network of 229 missions abroad, the Federal Foreign Office maintains Germany’s relations with other countries as well as with international and supra-national organizations.
The E2I (Ertüchtigungsinitiative) with an annual budget of € 130 Mio. is among the most important instruments of German stabilization policy. Currently in the planning stage of the project cycle for next year, the Federal Foreign Office has requested ISSAT bring together key decision makers from the Foreign Office and the Ministry of Defense in a half-day joint mini-training on E2I in the framework of broader SSR.
October 11th : Meeting with German Foreign Office 202 Unit as well as participants from ZIF and the Ministry of the Interior to discuss German practices for seconding civilian staff into CSDP missions as part of the Irish CSDP Mapping Mandate.
October 12th : Meeting with German Foreign Office S03 Unit to discuss priorities and activities for the pooled funding under Pillar 1.
- “Führungsakademie der Bundeswehr” will conduct a special seminar on SSR, Local Ownership, Humanitarian Assistance, Protection of Civilians and Police in PeaceOps for its current General Staff Course.
- The support on SSR was provided by ISSAT SMEs in the past.
- Based on the German intent to build own national training capacities the German MAF will also provide a SME on SSR for this course.

The key objective of the mandate is to conduct a scoping study to understand strategic windows of opportunity to expand/ add components supporting security sector governance reforms into existing or potential future German programmes in Jordan.
In particular, the mandate will analyse reform opportunities that could help strengthen institutional or sectoral management, accountability, or governance mechanisms and structures so as to create a more sustainable, responsive, effective and efficient security sector in Jordan. To ensure that the mandate is feasible and focused, the primary objective will be to assess internal structures and mechanisms of security sector agencies (as opposed to external institutions: e. g. Parliament).
IGAD National Training Workshop to Support Sudan in Formulating Security & Justice Sector Reform (SSR)
Following the submission of a comprehensive proposal for DCAF’s collaboration with IGAD’s Peace and Security Division and a successful pilot phase in 2019, IGAD’s Security Sector Programme (ISSP) has currently requested ISSAT to reinforce the capacity of their team delivering a five-day Training Workshop to support Sudan authorities in formulating S&J reform. This activity is part of the implementation of IGAD’s ongoing regional Peace and Security Strategy.
This support contributes to a strengthened African Peace and Security Architecture on SSR, as well as to improving IGAD’s assistance to its MS. This assistance incrementally builds the DCAF-IGAD partnership, contributing internationally to SDGs 5, 16, 17.

The aim of this mandate (in addition to incoming requests in 2019) is to pilot the envisaged collaboration with a view to better understand IGAD’s ISSP modus operandi, and to incrementally build the partnership contributing to deliver on SDG 16 and 17.
Training workshop on the African Union Operational Guidance Note on Gender and Security Sector Reform
The overall objective of the workshop is:
(i) to create a platform of discussion among participants on the status (gaps and challenges) on gender mainstreaming in Defence and Security institutions at national levels of AU Member States and in Peace Support Operations (PSO), and
(ii) to sensitize and train participants on the utilization of AU Gender OGN to address identified issues.

The aim of this mandate (in addition to incoming requests in 2019) is to pilot the envisaged collaboration with a view to better understand IGAD’s ISSP modus operandi , and to incrementally build the partnership contributing to deliver on SDG 5, 16 and 17.
Training Workshop on Formulating/Updating the Security Sector Reform (SSR) and Disarmament, Demobilization and Reintegration (DDR) Strategies for Sudan
The specific objectives of this national training workshop are:
- To train 38 officials from the relevant security and justice institutions on formulating and updating their comprehensive national SSR and DDR related Security strategies;
- To provide a platform for national and regional technical experts to jointly reflect on their SSR and DDR priority areas identified in their National Security Policies (NSP) and to further compare with AU and IGAD Peace and Security Policy Frameworks that have been formulated;
- To assess and review the existing related National Security Policies and Strategies; as well as respectively evaluate their implementation and key possible gaps;
- To explore ways for IGAD, AU and UN, on their complementary roles and responsibilities, to assist the State in updating and implementing its strategies and initiatives;
- To engage experts from national security institutions, AU and UN to jointly develop and update SSR & Reintegration strategies at the national level as they are interrelated, based on the identification of relevant local and national SSR & DDR stakeholders;
- To enhance the required skills of participants and provide inspiration on the best practices of formulating and updating SSR & Reintegration strategies by involving resource persons with great wealth of experience and knowledge
The sensitisation SSR course is designed for policymakers and practitioners who are working in the field of security and justice reform to build both SSR knowledge and skills. The objective of this course is to provide participants with a solid introduction to the concept, policy framework and international good practice of security and justice reform through its practical and exercised-based collaborative learning methodology. The course provides an overview of the various dimensions of SSR and emphasises the importance of adopting a holistic and context-specific approach when working in transitional, fragile and/or post-conflict contexts. The course also discusses key issues such as gender, coordination and SSR programming. The course provides the necessary foundations for subsequent trainings.
ISSAT, jointly with Germany, will develop comprehensive mappings of donor support to SSR in Nigeria and Mali. In Mali, the mapping will focus on the criminal justice chain, including accountability. In Nigeria, the mapping will look at both the security forces and the criminal justice chain, also including accountability. With the aim of further building German SSR capacity, a joint Germany-ISSAT team will develop the methodology and undertake the mappings.
The methodology will be finalised during a one/two-day workshop at ISSAT in Geneva. This will be followed by a desk review and telephone interviews, exploiting ISSAT’s network across bilateral donors and multilateral actors, and building on already existing material. The findings will then be consolidated with a 10-day field mission to each country that will involve donors, implementing partners of SSR projects and international NGOs, as well as national institutions of the security and justice sector, including relevant ministries. The subsequent reports will then be shared by the joint Germany-ISSAT team across the international community active in the countries through an in-situ workshop that could also include discussions on how to further consolidate international support.
- 17-18 February 2016: Receive the annual visit from the German Armed Forces Staff College (FuAkBw) to DCAF. Up to 15 OF3 (majors) will take part in the visit to International Geneva.
- 8-11 March 2016: Following on from initial support on SSR design and planning to the FuAkBw in November 2015, FuAkBw wishes to expand its understanding of SSR design and planning considerations in its March 2016 planning exercise. The planning exercise will run over the course of three weeks, involving Headquarters staff officers ranking from captains to brigadiers. The exercise will apply the Comprehensive Operational Planning Directive (COPD) to a NATO planning scenario. After assessing the NATO Commander's orders and reviewing Military Response Options (MROs), the exercise will design and elaborate a project. Part of the plan will integrate elements for preventing or de-escalating conflict, providing early warning and early action by building resilience, partly through the role of the military in SSR.
- 31 October - 1 November: Lead the Theory of Change sub-group for SSR as part of the OF5 Operational Thinking course, which gathers Germany's top 20 full colonels together to advance their military education.
One German-Netherlands Corp (1GNC) will hold its civil-military training period "Exercise Common Effort" from 27 June to 1 July. This year's exercise will concentrate on “Libya & the Region”, and on “Migration/Refugees”.
Participants will be divided into the following thematic groups:
- protection of civilians
- economic/private sector
The German government has initiated a consultation process in preparation for its new inter-agency guidelines on crisis engagement and peacebuilding. As part of this consultation process, the collaborative research centre (SFB 700) "Governance in Areas of Limited Statehood" at the Freie Universität Berlin will bring together experts from civil society, academia, practice and policy for a debate on how to improve Germany’s future engagement in supporting security and justice sector reforms in view of the inherent challenges of state-building.
ISSAT has been invited to provide input for a working group on how to locate the 'line of best fit' for supporting effective and legitimate security and justice sectors, and to be a resource person for this working group.
Understand to Prevent (U2P) was one of ten lines of development in the Multinational Capability Development Campaign (which consists of mostly NATO and like-minded nations – see also the MCDC website). The U2P line of development sought to elaborate the role that militaries can adopt, in partnership with other governmental departments and civil society, in preventing violent conflict.
The first iteration of meetings (in the last two-year cycle) produced the capstone ‘doctrine’ embodied in the Understand to Prevent Foundation Studies book linked below. Subsequently, the meetings sought to operationalise the doctrine into a more tangible Handbook of tools and process. Most of the military representatives involved came from their national concepts and doctrine development centres, so there was plentiful scope for open and out-of-the box thinking.

- The Understand to Prevent concept (short paper).
In January 2016, the U2P Handbook is looked at interoperability with the NATO Comprehensive Operational Planning Directive (COPD), and with NATO CIMIC doctrine and processes.

From October 2019 to July 2020, DCAF-ISSAT conducted a “Training Requirements Analysis” (TRA) for the European Union “Civilian Common Security and Defense Policy” (CSDP) missions in partnership with the Swedish Folke Bernadotte Academy and on behalf of the European Security and Defence College (ESDC) Executive Academic Board on SSR (EAB-SSR). The final report, endorsed by the EU Coordination Training Group and EU Member States in March 2021, recognizes key gaps and recommendations to EU member states to improve their support to security and justice advisors, including opportunities regarding talent retention and deployment systems.

Mapping of Development Partner Support to Justice and Security Sector Reform in Nigeria (Final Report)
This mapping study provides an overview of the various ongoing or planned development partner efforts to support security sector reform in Nigeria since 2014. The mapping was jointly undertaken by the German Federal Foreign Office and ISSAT. The report tracks development partner support to all justice and security sector institutions in Nigeria. The elements of support were organized according to four categories: management reform, accountability reforms, capacity building/training and equipment/infrastructure support. Given the resource and time constraints facing the mapping team, the mapping only covered activities and programme interventions for the period of 2014 to 2016. All future programme activities that were identified were detailed under future support.
L'ISSAT, en coordination avec l'Allemagne, a développé une série de cartographies complètes relatives au soutien des bailleurs à la RSS au Mali. Celle-ci s'est penchée sur le système de justice pénale, incluant les mesures de transparence. Avec pour objectif de consolider les compétences allemandes en RSS, une équipe conjointe Allemagne-ISSAT a développé la méthodologie et réalisera les infographies.
La méthodologie a été finalisée durant un séminaire d'un ou deux jours à Genève, et suivie par une phase de revue préparatoire et par des entretiens par téléphone, mettant à profit le réseau de l'ISSAT parmi les bailleurs bilatéraux et les acteurs multilatéraux. La réflexion se basera sur des ressources déjà existantes. Les résultats ont ensuite été consolidés au cours de deux missions terrain de dix jours dans chacun des pays qui inclura les bailleurs, les partenaires dans la mise en place de la RSS, ainsi que les institutions nationales des secteurs de la sécurité et de la justice, y compris les ministères correspondant. Les rapports ainsi produits ont été partagés par l'équipe conjointe Allemagne-ISSAT au bénéfice des acteurs de la communauté internationale présents dans ces pays à l'occasion d'un séminaire in situ qui a débouché sur des discussions sur la manière dont consolider le soutien international.
