The ICRC Partnership Development Adviser provides support to delegations on partnering within or outside the Movement in favor of the operational partnerships ICRC has with NS in programmatic and/or organizational development areas.

 

S/he updates and frames related institutional partnerships on operational or organizational areas, ensuring consistency with current partnership framework agreements with ICRC (or other relevant framework), promote the development of national or regional partnerships within or outside the Movement in favor of ICRC’s operational partnership with NSs operating in their own context, and strengthen capacities and support delegations in the creation or implementation of such partnerships.

 

The post supports  the implementation of current NSD advanced partnerships (e.g. Finance Development with NorCross piloted in 6 African contexts), the identification based on delegation needs of new advanced partnerships with NS operating internationally in specific areas (e.g. Branch and Volunteer Development with Danish RC) or other organizations, the development of guidance, tools and training to support delegations in creating local or regional partnerships within or outside the Movement in favor of NSs.

The Adviser works closely and transversely with colleagues at Headquarters (MOUV Division and other métiers) and with ICRC Cooperation file-holders in the field. S/he will spend approximately 50% of the time in the field supporting ICRC delegations.

Organizational Context

The IFRC Sahel Country Cluster is based in Dakar and supports through its Sahel + regional network 10 countries (Burkina Faso, Cabo Verde, Chad, Gambia, Guinea Bissau, Guinea, Mali, Mauritania, Niger, Senegal). The position of Sahel Migration Programme Coordinator will sit within the IFRC Sahel Country Cluster but will work closely with Movement partners (National Societies, Partner National Societies, IFRC, Migration Task Force and Red Cross and Red Crescent Reference Centres). In terms of migration and displacement, the Sahel region is characterized by a complex pattern of population movements, both within the region and to a lesser extent from the region to North Africa and Europe. These movements usually comprise a mix of economic migrants, including nomadic and seasonal movements; people fleeing insecurity, political instability, or violence; victims of trafficking; unaccompanied children; and migrants returning to their countries of origin. While it remains difficult to get a proper idea of the scope and ambit of population movement, particularly within the region, what is clear is that these movements entail a broad range of protection and humanitarian issues. The Red Cross and Red Crescent focuses on the needs of vulnerable migrants irrespective of origin, ethnicity, legal status, or gender. In line with its Migration Policy, the IFRC Global Strategy on Migration and the other regional/global initiatives, the IFRC is committed to enhancing support to National Societies along the migratory routes, in countries of origin, transit and destination, in their efforts to respond to the vulnerabilities of migrants through three main areas of response, i.e, assistance, protection, and public awareness and promotion of respect for diversity, non-violence and social cohesion. Each operational area also includes a distinct advocacy element, to engage states, international organizations, civil society and the public in support of the Movement’s humanitarian work.

Job Purpose

This position is part of a broader project involving several Red Cross and Red Crescent National Societies in the Sahel region. The Sahel Migration Programme Coordinator will be responsible for the implementation of all regional activities related to migration, providing programming and advocacy guidance, including developing advocacy and policy material to better position the Red Cross and Red Crescent mandate and role, representing the RCRC in various forums and events, organizing workshops and roundtables on various topics related to migration, liaising with Movement partners as well as external partners (Governments, ECOWAS, CSOs, Academic circles, United Nations agencies, EU and Private Sector), ensuring the sharing of experience, and information and knowledge management as well as the development of common tools through the Sahel+ Regional Migration Network, and ensuring adequate reporting and follow up.
